DOI - Business Enterprise Accountability Risk System (BEARS)

Starting in FY24, this investment will initiate the Business Enterprise Accountability Risk System (BEARS), an enterprise-wide integrated risk management solution that provides enhanced audit management and internal controls capabilities for the Department, in adherence with applicable laws and regulations (i.e. CFO Act, FMFIA, Internal Control Standards - Greenbook, and OMB Circular A-123). The Office of Financial Management and the Office of Planning and Performance Management will together manage modules in the new system. The alignment and connection between products, deliverables, and data elements require a collaborative solution to oversee and execute the Internal Control and Enterprise Risk Management (ERM) requirements. The solution will ultimately enable cross functionality DOI-wide and create a collaborative operational environment, which includes risk identification and management; documentation; increased accountability and transparency of critical operations.
