Overview

Program Title
Cost Analysis Visualization Environment
Description
Cost Analysis Visualization Environment. The Cost Analysis Visualization Environment (CAVE) enables the Cost Management end-to-end (CM E2E) process. This application serves military and civilian logistics and financial analysts across the DoD and the Federal Government. The OSMIS application is the core of the Army Visibility and Management of Operating and Support Costs (VAMOSC) program. OSMIS tracks operating and support information for over one thousand major Army weapon/materiel systems for the Office of the Deputy Assistant Secretary of the Army for Cost and Economics (DASA-CE). OSMIS-tracked systems include combat vehicles, tactical vehicles, artillery systems, aircraft, electronic systems, and miscellaneous engineering systems. The Army Force and Organization Cost Estimating System (FORCES) is a suite of models and database tools used to cost Army organization structure and capabilities. The FORCES suite includes the FORCES Cost Model (FCM), the Army Contingency Operations Cost Model (ACM), the Unit Conversion Model (UCM), the Cost and Factors Handbook (CFH), and the Tables of Distribution & Allowances (TDA) Cost Model. FORCES data includes financial and non-financial data such as OPTEMPO/cost factors, equipment costs, force structure, personnel costs, base operations, movement costs and indirect training costs. The Army Military-Civilian Cost System (AMCOS) is an automated tool that helps users estimate the full costs associated with Army personnel requirements for different components, grades, and skills. AMCOS contains a comprehensive database of personnel-related cost factors for the Army's Active, National Guard, Reserve, and Civilian components. AMCOS implements and automates OSD's Directive-Type Memorandum (DTM) 09-007, ?Estimating and Comparing the Full Costs of Civilian and Military Manpower and Contract Support? for use in all Army requirements to in-source or compare different labor categories (i.e. Military, Civilian, and Contractor). The Cost & Performance Portal (CPP) supports Army organizations with cost estimating, modeling, metric development, performance tracking, cost management knowledge and process automation. The CPP consolidates data from disparate data sources, configures reporting and analytical tools, creates data models and automates processes for users throughout the Army.
