Description
The purpose of this investment is to purchase the necessary products and services required to administer the Recovery Audit Program. This includes costs to cover the hosting, maintenance, and enhancement of the internet based Recovery Audit Contractors Data Warehouse and obtaining the services, activities, processes, and tools required for the operation of the RAC validation program.

Investment Detail
Section 1893(h) of the Social Security Act (SSA) authorized the nationwide expansion of the Recovery Audit Program, and requires an annual Report to Congress (RTC), including information on the performance of such contractors, on identified underpayments and overpayments and recouping such overpayments, including an evaluation of the comparative performance of such contractors and the savings to the Program. Critical to both the administration of the Program and the mandated reporting, is the Recovery Audit Contractor (RAC) Data Warehouse (RACDW). The Program expects to require approximately $70M in funding over the next seven (7) years (until a new lifecycle is expected in 2029). This investment is expected to assist in the production of total Program collections of approximately $450M per year, or more (due to inflation). Metrics used to determine the effectiveness of the investment include: the tracking of CMS-approved new issues, the tracking of entered suppressions, the tracking of total Program collection amounts, the tracking of total Program demanded amounts, and the tracking of RAC invoices on a monthly and ad-hoc basis.
