CBP - Land Border Integration
Description
The purpose of the Land Border Integration (LBI) Investment is to capitalize and leverage the success of U.S. Customs and Border Protection s (CBP) Western Hemisphere Travel Initiative (WHTI), initially deployed in 2009. WHTI provided advanced information, streamlined documentation requirements, assembled comprehensive travel histories, enhanced intelligence, and targeting rules. Other supported mission areas were pedestrian inbound, vehicle outbound, and Border Patrol checkpoints. In 2011, the program s name changed from WHTI to LBI. In conjunction with LBI s expanded role, LBI also lends support to Trade and Travel Operations and Trade and Travel Asset and Infrastructure programs. LBI s primary value to the traveling public is reduced delay at the Ports of Entry.

Investment Detail

The Land Border Integration (LBI) Program improves border operation facilitation and security through technology and infrastructure. These technologies for inbound vehicles and pedestrian processing include Radio Frequency Identification (RFID), upgraded License Plate Readers (LPRs), variable message signage, and traffic management devices. As an example, the promotion of RFID technology and new RFID document options have resulted in more efficient processing methods for vehicles by 10%, and pedestrian inspection processing 30% faster than standard processing and 60% faster for vehicles in Dedicated Commuter Lanes. The benefits that accrue from the technical facilitation of the crossing process are far-reaching: increased throughput per officer, reduced border crossing wait time, and increased capacity to accommodate increases in border crossing volume. Increased border crossing volume has a positive impact on the U.S. economy. These capabilities also provide more enhanced information about travelers improving border-crossing security. LBI returns' are calculated based on the difference in wait time prior to LBI compared to post LBI, and by estimating the value of that time for the traveling public. The original WHTI Land Regulatory Analysis established low, medium and high values ($ per hour) for both business and private travelers. These value factors multiplied by the net wait time differences provide an estimated total return.
