Description
CBP has recognized that in order to accomplish its mission, it must have access to and be able to manage large amounts of data, with the capability to analyze the data through an enterprise-wide tool that unifies case management capabilities across all functional areas. The purpose of the ATAP Investment is to provide a single platform for accessing internal and external trade data and provide data ingestion, data visualization, advanced analytics, and case management. ATAP provides value to the public by allowing CBP trade specialists to execute the CBP mission to protect the American people and facilitate trade and travel more efficiently and effectively. ATAP supports the CBP's trade mission and the Securing & Expediting Trade and Travel Program strategic goal.

The Advanced Trade Analytics Platform (ATAP) program is a response to CBP User requirements to perform their trade-related missions more effectively and efficiently. The ATAP Alternatives Analysis did not consider a Return on Investment (ROI) for the program, as there were no user-provided measures designed to measure ROI, and no baseline measurements available as program capabilities do not exist in the current environment. User feedback regarding increased mission effectiveness and task efficiency are the primary measures for tracking program benefits. ATAP will allow CBP Users to utilize the newly formed data set to provide intelligent enforcement of the security risks around current and, more importantly, future trade enforcement mission challenges. ATAP will improve CBP's ability to: create enhanced data sets, unlocking new data reporting and visualization capabilities not previously realized within the agency; conduct enhanced analytics to provide greater insight into priority trade initiatives; integrate case work with greater holistic capabilities; allow for the discovery of new areas of risk and potential priority trade initiatives; and position CBP to better respond to the needs of stakeholders at all levels of government. These outcomes align with the goals of CBP's strategic plan by supporting CBP initiatives to move towards a more holistic view of the trade environment and strengthening core capabilities of enhancing a risk-based enforcement posture through advanced analytics and intelligence-driven enforcement and leveraging new technologies for improved detection of illicit cargo and verification of legitimate trade. Expected benefits of ATAP are high reliability (ATAP Performance Metric 142948 & KPP) and consolidation and refreshment of disparate sources of trade information (ATAP Metric 142947 & KPP).
