EUMS investment supports the daily functions necessary to operate two of BIA's electrical service utilities both on and off reservation (only provider in some areas), i.e. providing applications to perform billing, collections, delinquent accounts (as required by the Debt Collection, Data and Cash Management Acts and U.S. Treasury regulations) service orders, meter reading, system maintenance (conductor lines, substations, etc.) and further managing customer accounts. It is funded through customer billing fees collected (Misc. Permanent Available Receipts Appropriation). This system allows for power programs to operate the business activities and maintain regulation compliance (See Debt Collection Act, Data Act and Cash Management Act references above and other related references above). Managed by the Office of Trust Services, Division of Water and Power; The Western Region.
