Overview

Grant Description
This is an FFY 2022 Section 5307 application in the amount of $5,624,439 (100% federal share). This application utilizes CARES Act funding to help respond to and recover from the COVID-19 pandemic. The application is for capital projects that are necessary to operate, maintain, and manage the transit systems of the Municipality of Trujillo Alto. More information about the activities is included in project descriptions.

The application scope of work includes:

- The final design (preliminary design was paid by the municipality) and construction of the new intermodal terminal (including the new structure, new parking spaces, improvement of pedestrian facilities as required by the American Disability Act (ADA)). This facility will integrate the requirements for transportation systems such as the public buses, private vehicles, and bicycles.
- New functional landscape areas.
- Integrate pandemic mitigation systems for safety operation during pandemic times. (*The lot where the project is proposed is the same lot as the old public terminal and has a two-story building and parking spaces. The new project will use the same footprint as the current one. The FTA concurrence for the demolition of the terminal is included in the application documents. Also, more information is included in the project description).

Purpose:
The purpose of this project is to allow the municipality to ensure a reliable public transportation system for their residents.

Activities to be performed:
Activity includes the design and construction of the new facility for the municipality transportation system.

Expected outcomes:
Funding will permit and guarantee that public transportation services be offered to the citizens of the municipality, ensuring access to public transport to cover the transit needs for a large part of the population that does not have the economic resources to own a private vehicle.

Intended beneficiaries:
This project will benefit users of the public transportation system. As of today, 35% (26,000) of the population uses the system. Also, the modernization of the terminal will encourage the use of public transportation as the frequency of the system's buses adjust and adapts to the demands of the users.

Subrecipient activities:
None

FTA has reviewed the proposed project final design and construction of the new intermodal terminal and has determined that the project qualifies for categorical exclusion #8. The Municipality of Trujillo Alto is currently subrecipients of PRHTA and is responsible for ensuring the proper operation, maintenance, and financial management of municipal public transportation systems. During this unprecedented emergency, the municipality has made several crucial decisions to keep their public transportation systems in good condition.

FEMA statement or other federal agency statement:
The Municipality of Trujillo Alto agrees that if they receive federal funding from the Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, a different federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, it will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company. PRHTA will ensure the proper management of funds through existing subrecipient oversight procedures in order to ensure compliance with FTA regulations.

Prior federal funding:
None. FEMA funds have not been received for these projects.

Insurance statement:
An insurance claim has not been issued for the expenses requested on this application.

Designated or direct recipient statement:
PRHTA is a designated recipient of the Section 5307 funds. The Municipality of Trujillo Alto is subrecipients of the PRHTA. PRHTA received a CARES Act allocation of $168,673,480. The Municipality of Trujillo Alto/PRHTA will follow all third-party procurement policies as defined in FTA C.4220.1F. The Municipality of Trujillo Alto/PRHTA will ensure contractors procured will not be on the FTA suspension and debarment list. *The recipient certifies that it and its sub-recipients and contractors that are providers of public transportation have not furloughed any employees since March 27, 2020 (the enactment date of the CARES Act).

This project includes substantial functional location or capacity changes to the asset or system and thus required to be in TIP/STIP. The project is listed in the FY2019-2022 Amendment #3 Statewide Transportation Improvement Program (STIP) or Transportation Improvement Plan (TIP) approved on April 6, 2022. This project is referenced in the STIP or TIP on COVID fund projects page 43, item #11, and attached in application documents. This grant does not request funds for research and development and does not apply indirect cost activities. *PRHTA is addressing the 0.75% of safety through the various CARES grants that include operating assistance expenses that include PPE disinfection and other activities that guarantee the safety of the users and employees. This application includes the pandemic mitigation systems for safety operation during pandemic times. This will be included in the new terminal.
