Application Executive Summary
This is a FFY 2021 Section 5307 CRRSAA application for $29,105,286. The application is 100% federal funds and utilizes CRRSAA funding to prevent, prepare for, and respond to coronavirus. The scope of work for this application is operating assistance to recover costs incurred in payroll expenses for drivers, other operational workers, and administrative employees. The split letter dated June 2021 is attached in TRAMS. Any remaining balance of federal funds will be used in future grants or amendments.
The Metropolitan Bus Authority certifies that they are a provider of public transportation and have not furloughed any employees since March 2020 to present. The Metropolitan Bus Authority agrees that if it receives federal funding from the Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, a different federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, it will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company.
Per the CRRSAA, the project in this application is not required to be programmed in the Long Range Transportation Plan, Statewide Transportation Plan, or Statewide Transportation Improvement Program. The Metropolitan Bus Authority will not expend 1% in security expenditures because there are funds for security expenditures in other grants. No capital items are included in this grant. The Metropolitan Bus Authority is not contemplating the use of a 3rd party contract; however, in the case that a 3rd party is used, the Metropolitan Bus Authority will follow all 3rd party procurement policies as defined in C4220.1F (Third Party Contracting Guidance) and will ensure contractors procured will not be on the FTA Suspension and Debarment List.
The operational expenses requested in this application were determined by the Metropolitan Bus Authority based on the costs and expenses of the previous fiscal year and projected budget. Operating assistance will be used for salaries incurred during the emergency of COVID-19. This expense falls into one category of operating assistance. The Metropolitan Bus Authority understands that the expenses requested in this application are subject to review for their reasonableness as part of the agency's next triennial/state management review.
Purpose:
The Metropolitan Bus Authority will utilize this CRRSAA award to maintain existing transit services in the Metropolitan Puerto Rico area.
Activities to be performed:
Funds will be used to cover eligible operating expenses such as driver salaries, administrative personnel salaries, and other operating personnel salaries in order to continue transit operations and to prevent, prepare for, and respond to coronavirus.
Expected outcomes:
Funding will permit the Metropolitan Bus Authority to continue to provide service that would otherwise have to be cut due to lack of funding.
