Grant Description
This is an application utilizing ARP (American Rescue Plan) Act funding.

Purpose of the award: The funding requested in this ARP Capital Investments Grant (CIG) supplants the non-CIG matching funds in the amount of $11,122,146 in Grant ID# NC-2016-001-01 CityLynx Gold Line Phase 2. It does not duplicate the federal funding for any activities in Grant ID# NC-2016-001-01.

Activities to be performed: Specifically, this ARP Capital Investments Grant supplants the amount of non-CIG funding for the following activities per the FTA scope activity line item as follows: Scope Code 140-70 and ALI Code 13.13.20. Activities to be performed for light rail cars includes professional services associated with the vehicle component of the project and agency staff oversight and administration of vehicle consultants, design and manufacturing contractors, legal counsel, warranty, and insurance costs, etc.

Expected outcomes: ARP funding will permit CATS to continue to successfully deliver the CityLynx Gold Line Phase 2 project.

Intended beneficiaries: Populace of the CATS transit service area and local area commuters.

Subrecipient activities: None.

CATS (Charlotte Area Transit System) agrees that if it receives federal funding from the Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, a different federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, it will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company.

CATS agrees to amend the corresponding CIG Trams Construction Grant to reduce the non-CIG share and FTA scope activity line items as noted above.

CATS agrees to amend the TIP/STIP to include the ARP Capital Investments funding obligated in this grant.
