Grant Description
Purpose: The purpose of this award is to provide the Berkshire Regional Transit Authority (BRTA) with $2,020,868 of FFY 2021 Section 5307 Urbanized Area Formula funds from the Small Urban Pittsfield MA UZA for operating and capital expenses. The MA Small Urban Split Letter reflecting the FFY 2021 apportionment was signed on 3/18/2021 (please see attached).

Activities to be performed:
1. Operating assistance in support of fixed route and paratransit services in BRTA's service area for State FY2022-2025 (July 1, 2021 - June 30, 2025).
2. Preventative maintenance of the BRTA's vehicle fleet equipment and facilities for State FY 2022-2024 (July 1, 2021 - June 30, 2024).
3. Purchase one (1) 28 medium-duty bus.

Expected outcomes: These projects will improve the state of good repair for transit assets at BRTA, enhance operations, and allow for continued service.

Intended beneficiaries: BRTA serves the greater Pittsfield area, which is designated as a small urban area by the US Census Department (200,000). The Berkshire Regional Transit Authority provides public transportation services to its 27 member communities within Berkshire County, the westernmost region of Massachusetts. The BRTA's daily service area spans a region as large as Rhode Island, bordered by Vermont to the north, New York to the west, and Connecticut to the south. Fixed route service is provided by 14 bus routes in 13 communities from Williamstown to Great Barrington, Monday through Saturday. Paratransit services are provided to eligible persons from the BRTA's member communities for ambulatory, non-ambulatory, or complementary paratransit ADA service.

Subrecipient activities: None. The BRTA executed the FY 22 certifications and assurances on 2/16/2022. The activities included in this grant are included in the FY 21 element of the MA STIP. BRTA is current with all civil rights submissions. All administrative and statutory requirements have been met in accordance with the 5307 Urbanized Area Formula Program as articulated in FTA Circular 9030.1E.
