Grant Description
The Indianapolis Public Transportation Corporation (IndyGo) hereby submits this grant application requesting the federal funding for the Purple Line Bus Rapid Transit Project. This application is seeking $12,008,210 of Section 5309 American Rescue Plan Act (ARPA) capital investments towards the Purple Line Bus Rapid Transit Project. The discretionary ID is D2021-RPSS-007.

This application utilizes ARP Act funding to prevent, prepare for, and respond to coronavirus. The funding requested in the ARP capital investments grant supplants the local share of $12,008,210 in grant IN-2021-045-00 IndyGo Purple Line Bus Rapid Transit Project. This application does not duplicate the federal funding for any activities in grant IN-2021-045-00. Specifically, this ARP capital investments grant supplants the amount of local share for the following activities per FTA scope activity line items as follows: 14.04.40 Sitework Special Conditions, seeking $12,008,210.

The total amount of the IndyGo Purple Line Bus Rapid Transit Project remains at $161,950,000. The ARPA funding in this grant of $12,008,210, Purple Line CIG grant IN-2021-045-00 amount of $122,535,307, Purple Line 5307 grant IN-2021-046-00 amount of $25,406,483, and FHWA Congestion Mitigation and Air Quality (CMAQ) grant IN-2016-016 amount of $2,000,000, and up to $161,950,000.

Purpose of the award: The purpose of the ARPA award is to reduce the amount of non-CIG federal funds applied to the Purple Line Bus Rapid Transit Project.

Activities to be performed: The project activities will include design, right-of-way acquisition, and construction of 9.9 miles of new exclusive bus lanes and 18 new stations. It will also include the purchase of 15 60ft battery electric-articulated vehicles, installation of transit signal priority, and infrastructure improvements such as sidewalks, roadways, driveways, signals, and drainage.

Expected outcomes: This project is expected to provide more frequent and reliable transit service, as well as improve access to jobs and services in central Indianapolis. This project will also provide connectivity from Indianapolis to planned mixed-use redevelopments in the City of Lawrence, specifically Fort Benjamin Harrison Redevelopment Area.

Intended beneficiaries: The Purple Line is intended to benefit all current and future IndyGo riders, as well as residents of the cities of Indianapolis and Lawrence. The project will provide vast improvements to IndyGo's existing Route 39, which is one of the high-ridership lines. This line will help provide better access to jobs, healthcare, higher education, cultural and community assets, several neighborhoods, and more easily connect the cities of Lawrence and Indianapolis. Drivers and residents along the corridors will also benefit as the introduction of dedicated bus lanes in the center of the road will limit high-conflict turn movements, improving driver safety.

Subrecipient activities: Not applicable to this award.

IndyGo agrees that this grant will accompany an amendment to grant IN-2021-045-00 to reduce the non-CIG share and FTA scope activity line items as previously noted. In addition, IndyGo will amend the TIP/STIP to include the ARPA capital investments funding obligated in this grant. All eligible expenses applied against this grant will be expenses incurred after January 20, 2020.

IndyGo agrees that if we receive federal funding from the Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, a different federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, we will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company.

The project is a Bus Rapid Transit (BRT) line with 9.9 miles of new exclusive bus lanes, 18 new stations, and the purchase of 15 60-foot electric buses. The service plan for the Purple Line also includes operation along a 5.3-mile portion of the existing Red Line BRT alignment, including shared-use of 13 existing stations. The project also includes installation of transit signal priority at 30 signalized intersections along the route. The service is planned to operate 20 hours per weekday, with buses every 10 minutes during daytime hours and every 15 to 20 minutes during evenings and early morning. The weekend service is planned to operate up to 19 hours, with buses every 15 minutes during daytime and every 20 minutes in the early morning and at nighttime. IndyGo estimates that construction of the project will generate approximately 1,850 jobs. The revenue service date is July 12, 2024.

The estimated total cost of the project is $161,950,000. The total federal share of the project was 63.5%. The federal requested funding under this application will be provided to supplant the local share of $12,008,210. This brings the total federal share of the project to 71%.

The non-federal match provided for this project comes from several sources, including from IndyGo's capital revenue and bond proceeds, and City of Indianapolis Department of Public Works general funds.

The period of performance for this CIG grant is from June 16, 2017 (project development approval) through September 30, 2027 (SCC Small Start Workbook).
