Overview

Grant Description
Purpose: The purpose of HUD’s Housing Counseling Training Grant Program is to invest in the creation and maintenance of a professional and effective housing counseling industry workforce that can meaningfully assist consumers by providing them with the information they need to make informed housing choices to better their personal housing situations and maximize the impact of federal funding appropriated for HUD’s Housing Counseling Program.

Activities to be performed: Housing counseling training activities include provision of both basic housing counseling training and specialized topics of training, including housing counselor certification, rental housing counseling, mortgage delinquency/default counseling, pre-purchase counseling, and disaster preparation and recovery.

Applicants are required to submit a proposed training plan that outlines the number of in-person and web-based trainings that will be conducted during the performance period, for approval by HUD.

Progress is then monitored through monthly activity reports submitted by recipients which state the number of classes held, number of counselors trained, and number of scholarships issued under each approved activity.

Housing counseling training partners may also be specifically awarded funds for administering a HUD certified housing counselor workforce development program sponsored by the Training Notice of Funding Opportunity (NOFO) grantee and an institution of higher education including, but not limited to, Historically Black Colleges or Universities (HBCUs), Tribal Colleges and Universities (TCUs), or other minority serving institutions (MSIs).

Expected outcomes: Outcomes include, but are not limited to, counselors gaining an understanding of providing counseling on fair housing, fair lending, and/or accessibility rights; landlord/tenant mitigation, improving current living conditions; purchasing housing; reverse mortgage certification training; preventing or resolving a mortgage default; disaster preparation and recovery.

This financial support will assist housing counseling agencies to increase the use of partnerships with local and state-wide organizations and should result in an increased number of counselor training scholarships.

Success will be measured based on the number of counselors trained, as the training provided will count toward continuing housing counseling education required under the Housing Counseling Program rules.
