Grant Description
Application Purpose: The purpose of this award is to provide CTDOT and its subrecipients with operating assistance and capital funding to provide public transportation services for people with disabilities and older adults.

Activities Performed: Vehicle procurement - This grant application includes additional federal funds needed to complete procurement of the vehicles for the subrecipients awarded under FFY 2020 2021 grant CT-2022-015 and FFY 2019 grant CT-2021-008. The attached traditional vehicle procurement list details the breakout of this funding. The initial vehicle orders could not be completed as the vehicle manufacturer (FORD) has rejected them due to labor issues and chip shortages.

When the vehicle orders could be placed again the price of the vehicles increased by approximately 90%. CTDOT will utilize the Greater New Haven Transit District vehicle procurement contract that is open for 5 years as it did in the past. There are sixty-four (64) vehicles proposed for this award which require additional federal funding. Each bus or van subrecipient will receive a federal share of 80% of the total additional funds needed for project cost at new vehicle pricing. The remaining local share will be provided by the state.

Mobility Management Four (4) mobility management projects are proposed for award. Each subrecipient of mobility management funding will receive a federal share of 80% of the total project cost. Operating Assistance - There are thirteen (13) nontraditional operating projects proposed for award. Eleven (11) subrecipients of operating assistance will receive a federal share of 50% of the total project cost.

Contracted Service (Purchase of Service) - There is one (1) nontraditional project proposed for the award. One (1) subrecipient of this nontraditional assistance will receive federal share of 80% of the total project cost. State Administration - Administration funding is utilized for providing technical assistance to private non-profit organizations and local public bodies serving the rural small urbanized or large urbanized areas across the state planning activities to serve the special needs of transit-dependent populations reporting and data collection communication with subrecipients verification of compliance with federal requirements and staff salaries.

Expected Outcomes: Operating Assistance Expanded service to areas beyond ADA coverage increased service frequency maintenance of reliable transit service provision of new transportation options improved rider connections through service coordination. Capital Projects Increased passenger capacity increased service reliability increased operational safety improved or maintained accessibility increased transit system information improved system efficiency identification of service gaps or needs for service planning improved rider connections through service coordination.

Intended Beneficiaries: People with disabilities and older adults throughout the state of Connecticut.
