Under the leadership of Director Michael J. Birrer, MD, PhD, the Winthrop P. Rockefeller Cancer Institute (Cancer Institute) at the University of Arkansas for Medical Sciences is seeking to become the first NCI-designated cancer center in the state of Arkansas.
To achieve designation, the Cancer Institute is committed to improving access to lung cancer screening tools and educational resources to underserved populations across the state.
The Cancer Institute is requesting funds from the HRSA Congressionally Directed Spending construction project to purchase three new mobile vans equipped with computerized tomography (CT) scanners for use in our mobile lung cancer screening program.
Arkansas ranks among the worst in the nation for the rate of new lung cancer cases and 5th in the nation in lung cancer mortality, disproportionately impacting people in rural and low-resource communities.
In addition, the American Cancer Society estimates that more than 2,800 Arkansans will be diagnosed with lung cancer and almost 1,700 will die in 2024.
This makes lung cancer the number one cause of cancer death in the state and number two cancer in terms of incidence.
Equally important, many people in the state are underserved and vulnerable, particularly those in rural areas and the Mississippi Delta, and lack access to adequate lung cancer screening services.
Screening with low-dose CT scans has been shown to decrease the risk of dying from lung cancer in heavy smokers and can potentially reduce lung cancer mortality by 20%.
Unfortunately, only 3.8% of all eligible patients in Arkansas receive lung cancer screening by low-dose CT.
New mobile vans equipped with the latest lung cancer screening equipment will help to extend the reach of our current lung cancer screening program, particularly to underserved and vulnerable populations in rural areas of the state.
In addition, the purchase of a new mobile van will help identify early-stage lung cancers, prevent advanced-stage malignancies, reduce healthcare disparities, and provide tobacco cessation counseling.
The overall cost for purchasing and constructing three new mobile vans equipped with CT scanners is $4 million.

THIS NOTICE ANNOUNCES THE OPPORTUNITY TO APPLY FOR FUNDING UNDER THE COMMUNITY PROJECT FUNDING/CONGRESSIONALLY DIRECTED SPENDING (CPF/CDS) FACILITIES AND/OR EQUIPMENT (CONSTRUCTION) PROJECTS. THIS IS A NON-COMPETITIVE ANNOUNCEMENT WILL BE FUNDED THROUGH HRSAS OFAAM. THIS DOCUMENT PROVIDES GUIDANCE ON HOW TO SUBMIT AN APPLICATION TO RECEIVE CPF/CDS FUNDING. GENERAL INFORMATION IS PROVIDED ABOUT THE PROJECTS, INCLUDING FUNDING AMOUNTS, LIMITATIONS, ADMINISTRATIVE AND NATIONAL POLICY REQUIREMENTS, AND OTHER IMPORTANT INFORMATION. FUNDING IS LIMITED TO THE NAMED ORGANIZATIONS AND FOR THE PURPOSES IDENTIFIED IN THE FURTHER CONSOLIDATED APPROPRIATIONS ACT, 2024 (P.L. 118-47). THIS PROGRAM OPERATES ON A DRAWDOWN BASIS, WHEREIN FUNDS WILL BE DISBURSED AS COSTS ARE INCURRED. PLEASE NOTE THAT THIS IS NOT A REIMBURSEMENT PROGRAM.
