Grant Description
Application purpose: The Los Angeles County Metropolitan Transportation Authority (LACMTA) hereby submits this grant application requesting $146,160,000 of FY2022 Section 5339 LONO funds apportioned to the Los Angeles-Long Beach-Anaheim UZA (60020).

These funds are being requested for bus replacements, design/construction of charging infrastructure, procurement of charging equipment, and workforce development and training activities.

Activities performed: Funds will be used to fund LACMTA's acquisition of zero-emission buses, design/construction of charging infrastructure, procurement and installation of charging equipment, and workforce development and training activities for deploying, maintaining, and operating zero-emission buses (ZEBs) and related infrastructure.

Expected outcomes: This project is essential to the safe and efficient operations of LACMTA's vehicle fleet.

It will reduce accidents, downtime, and maintenance costs, as well as improve driver morale and public relations.

The primary benefits from the replacement of the CNG buses with ZEBs and associated charging infrastructure are reduced energy consumption, reduced harmful emissions, and reduced direct carbon emissions.

LACMTA's conversion to a ZEB fleet will improve the condition of its bus system, improve the reliability of important routes, enhance overall access and mobility within corridors that service disadvantaged communities, and accelerate implementation of Metro's transition to be 100% ZEB.

The new ZEBs will reduce the number of road calls and associated repair costs, as well as inconvenience and delays for patrons due to service interruptions.

It will also improve vehicle efficiency and working conditions and retention for vehicle operators and mechanics through improved run cutting using ZEBs.

The project will accelerate innovation in the development of ZEB transit service on a large scale in a large urban bus network, contributing to overall service and operation enhancement.

Workforce development and training are critical for deploying, maintaining, and operating ZEBs and related infrastructure as ZEB technology is constantly evolving.

Intended beneficiaries: Bus and rail riders, including seniors, persons with disabilities, low-income and transit-dependent individuals, and those who do not have alternative options for essential trips.

Subrecipient activities: LACMTA does not intend to subaward funds.
Funding Goals
THE LOW OR NO EMISSION COMPETITIVE PROGRAM PROVIDES FUNDING FOR THE PURCHASE OR LEASE OF ZERO-EMISSION AND LOW-EMISSION TRANSIT BUSES AS WELL AS ACQUISITION CONSTRUCTION AND LEASING OF REQUIRED SUPPORTING FACILITIES.
