                Description:
This agreement provides funding for the operation of the Louisiana Department of Environmental Quality (LDEQ) environmental programs while giving it greater flexibility to address its highest environmental priorities, improve environmental performance, achieve savings, and strengthen the partnership between LDEQ and the U.S. Environmental Protection Agency (EPA). This agreement funds state continuing environmental programs for air, water, and land.
Activities:
General activities to be performed in the Performance Partnership Grant (PPG) include developing and maintaining the Quality Assurance Management Plan and Quality Assurance Project Plan(s), coordinating with EPA to conduct PPG joint evaluation activities and/or environmental program reviews, entering sampling data to required EPA systems as needed, providing training to develop the knowledge and skills of all employees, and issuing appropriate enforcement actions through the EPA Clean Air Act, Clean Water Act, and Resource Conservation and Recovery Act enforcement guidelines.
Clean Air Act Section (CAA) Section 105 - CAA activities including planning, permitting, conducting inspections and enforcement, and maintaining Quality Assurance Project Plans (QAPPs).
Clean Water Act (CWA) Section 106 - CWA activities include planning, permitting, developing the annual CWA 303(d) Integrated Report, conducting pretreatment activities, sampling water quality, developing water quality standards and total daily maximum loads, and maintaining QAPPs.
Resource Conservation and Recovery Act (RCRA) - RCRA activities including planning, permitting, conducting inspections and enforcement, performing corrective action, and conducting land revitalization.
Subrecipient:
No subawards are included in this assistance agreement.
Outcomes:
The anticipated deliverables include permits, enforcement actions, the Clean Water Act Section 106 Integrated Report, public participation activities, quality management plan and quality assurance project plans, and progress reports. The expected outcomes from this agreement for the Clean Air Act, Clean Water Act, and Resource Conservation and Recovery Act activities are protecting and improving the environment and protecting public health, safety, and welfare. Additionally, an increase in compliance with the applicable environmental laws, both voluntary and mandatory, will result from this assistance agreement. Direct beneficiaries of this program are the citizens of the state of Louisiana.
