Grant Description
Description: The purpose of this award is to provide funding under the Inflation Reduction Act to the Michigan Department of Environment, Great Lakes, and Energy.

The recipient will implement greenhouse gas reduction programs, policies, projects, and measures identified in a priority climate action plan developed under a Climate Pollution Reduction Grants Planning Grant.

Activities conducted through this grant will benefit all residents and visitors to the state of Michigan through four main objectives:

Implementation of ambitious measures that will achieve significant cumulative GHG reductions by 2030 and beyond;

Pursuit of measures that will achieve substantial community benefits, particularly in low-income and disadvantaged communities;

Complementing other funding sources to maximize these GHG reductions and community benefits; and,

Pursuit of innovative policies and programs that are replicable and can be 'scaled up' across multiple jurisdictions.

Activities: The activities include providing financial incentives to local units of government that approve host utility-scale renewable energy and energy storage, providing grants for renewable energy projects on brownfield sites, providing technical assistance and community engagement, developing a strategic plan to assess efforts in for renewable energy projects and brownfield renewable energy projects, and supporting state of Michigan workforce development programs.

Subrecipient: Subawards will be awarded to the University of Michigan to develop technical assistance materials for the Renewable Energy Academy and to Michigan state agencies with workforce development programs to support workforce needs of the Renewable Ready Communities Program.

Outcomes: The anticipated deliverables include distributing Renewable Ready Communities awards to local and tribal governments to incentivize utility-scale solar, wind, and energy storage projects; grants awarded to local and tribal government through the Brownfield Renewable Energy Pilot Program; developing a comprehensive strategy for siting utility scale renewable energy and brownfield renewable energy in Michigan; developing technical assistance materials for siting, zoning, and permitting renewables in majority low income communities and brownfields.

The expected outcomes include reduction in greenhouse gas emissions; reduction in criteria air pollutant emissions; increased number of permits granted to renewable energy projects; increased number of tribal and brownfields renewable energy projects; increased number of solar, wind, and energy storage.

The intended beneficiaries include residents and visitors of the state of Michigan.
