TVET Activity Overall Goal

Upgraded TVET institutions provide the Palestinian labor force with market-driven technical and vocational skills, enabling graduates to productively engage in local and regional economies.

Anticipated Results:

At a minimum, the TVET Activity will achieve the following results:

  • TVET institutions responsive to the needs of the private sector and the effects of climate change;
  • New partnerships created between the TVET institutions and the private sector firms in targeted sectors;
  • Increased enrollment in TVET programs; and
  • Increased number of skilled graduates of new/updated TVET programs in targeted sectors.

Theory of Change/Development Hypothesis

IF we strengthen TVET institutions by upgrading training programs, introducing new in-demand programs, facilitating partnerships with the private sector, and increasing public awareness of TVET programs, THEN we increase the demand for TVET training, and the supply of qualified, employable TVET graduates.

Background
The United States Agency for International Development (USAID) is seeking applications for a Cooperative Agreement from qualified entities to implement the Technical and Vocational Education and Training (TVET) program. The TVET Activity is intended to enable TVET institutions to meet labor market demands and provide Palestinians with meaningful, well-paying employment and income generating opportunities.

Grant Details
The TVET Activity will support the development of new technical training and improve the quality and relevancy of existing technical programs, with a particular focus on improving youth access. The Activity aims to achieve results such as TVET institutions being responsive to the needs of the private sector and climate change effects, creating new partnerships between TVET institutions and private sector firms, increasing enrollment in TVET programs, and increasing the number of skilled graduates in targeted sectors. The Activity will target non-governmental TVET institutions in the West Bank, Gaza, and East Jerusalem, focusing on levels 1-4 of TVET institutions. The Recipient will conduct a 'Technical Needs Assessment' to assess each beneficiary TVET institution and partner private sector firms to determine capacity, program quality, climate change integration, demand for technicians, potential linkages with U.S. higher education/TVET institutions, and approaches to facilitate female enrollment. The Recipient will also be responsible for conducting infrastructure modifications to TVET facilities with a total value not exceeding $2.4 million.

Interested entities are encouraged to read the Notice of Funding Opportunity (NOFO) thoroughly to understand the type of program sought, application submission requirements, and selection process. The Applicant must provide all information as required in this NOFO and meet eligibility standards in Section C of this NOFO.

Grant Value
The total value of all infrastructure related activities under this award shall not exceed $2.4 million.

Place of Performance
The TVET Activity will be implemented in the West Bank, Gaza, and East Jerusalem.
