Description

The purpose of this notice is to solicit applications for Safe Streets and Roads for All (SS4A) grants. Funds for the fiscal year (FY) 2025 SS4A grant program are to be awarded on a competitive basis to support planning and demonstration activities, as well as projects and strategies to prevent death and serious injury on roads and streets involving all roadway users.

All applications must be submitted by 5:00 PM EDT on Thursday, June 26, 2025. Applications cannot be submitted into Valid Eval after the deadline. Late applications will not be considered unless there is a technical issue directly caused by the online proposal submission system (Valid Eval), and the applicant contacts Valid Eval at support@valideval.com describing the technical issue no later than 1:00 PM ET on Thursday, June 26, 2025.

Background
The Safe Streets and Roads for All (SS4A) grant program is administered by the Office of the Secretary of Transportation, U.S. Department of Transportation (DOT). The purpose of this funding opportunity is to solicit applications for grants aimed at improving roadway safety and significantly reducing or eliminating fatalities and serious injuries on roads involving all users, including pedestrians, bicyclists, public transportation users, motorists, and commercial vehicle operators.

The program is authorized under Section 24112 of the Infrastructure Investment and Jobs Act (IIJA), which appropriated $1 billion for FY 2025 to support planning and demonstration activities as well as projects and strategies focused on roadway safety.

Grant Details
The SS4A program provides two main types of grants: Planning and Demonstration Grants and Implementation Grants. Eligible activities include:
1. Developing a comprehensive safety action plan (Action Plan).
2. Conducting supplemental safety planning to enhance an Action Plan.
3. Carrying out demonstration activities to inform the development or update of an Action Plan.
4. Implementing projects and strategies identified in an Action Plan that address roadway safety problems.
5. For Implementation Grants, applicants must have an existing plan substantially similar to an Action Plan finalized between 2020 and June 26, 2025.

Eligibility Requirements
Eligible applicants include metropolitan planning organizations, political subdivisions of a State or territory (e.g., cities, towns, counties), federally recognized Tribal governments, and multijurisdictional groups made up of these entities. Non-profits are not eligible unless created under State law with roadway safety responsibilities equivalent to a political subdivision. States are not eligible applicants.

Period of Performance
The grant period will commence upon award notification and will span until all funded activities are completed as per the requirements outlined in the grant agreement.

Grant Value
The total funding available for FY 2025 is up to $982,260,494: $580 million for Implementation Grants (expected awards: 40-70; funding range: $2.5 million - $25 million) and $402 million for Planning and Demonstration Grants (expected awards: 400-700; funding range: $100,000 - $5 million).

Grants can be performed in various jurisdictions across the United States including urban areas, rural areas, and Tribal lands.
