All qualified applicants are eligible to apply.Organizations eligible to apply under this NFO include, but are not necessarily limited to, U.S.and non-U.S. non-profit or for-profit non-governmental organizations (NGOs), private voluntaryorganizations, foundations, colleges and universities, civic groups, faith-based and communityinstitutions, private businesses and associations, regional organizations, philanthropicorganizations, and advocacy groups. USAID encourages applications from potential newpartners. For-profit Applicants should note that USAID policy prohibits the payment of fee/profitto the prime Recipient under grants and cooperative agreements.The successful Applicant must be a responsible entity. The AO may determine a pre-awardsurvey is required to conduct an examination that will determine whether the prospectiverecipient has the necessary organizational experience, accounting, and operational controls, andtechnical skills – or ability to obtain them – in order to achieve the objectives of the Activity andcomply with the terms and conditions of the award.
