The purpose of the RRTCs is to achieve the goals of, and improve the effectiveness of, services authorized under the Rehabilitation Act through well-designed research, training, technical assistance, and dissemination activities in important topical areas as specified by NIDILRR. These activities are designed to benefit people with disabilities, family members or caregivers, rehabilitation service providers, policymakers and other research stakeholders. The purpose of this particular RRTC is to generate new research-based knowledge toward improved community living and participation outcomes among transition age youth with serious mental health conditions (SMHC). This RRTC must focus specifically on the experiences and outcomes of transition age youth with SMHC who are from disadvantaged or marginalized backgrounds. NIDILRR plans to make one grant under this opportunity in FY 2023. The grant will have a 60-month project period, with five 12-month budget periods.
Background
The Rehabilitation Research and Training Center (RRTC) on Community Living and Participation Among Transition Age Youth with Serious Mental Health Conditions From Disadvantaged, Vulnerable, or Marginalized Backgrounds is a grant opportunity issued by the Administration for Community Living (ACL) and the Substance Abuse and Mental Health Services Administration (SAMHSA). Grant Details
The transition from adolescence to young adulthood is a time when young people navigate their increased independence, take on new responsibilities, and formulate their identities. For the estimated 6 to 12% of transition age youth (TAY) who have a serious mental health condition (SMHC), this time of transition is often complex and difficult. TAY with SMHC face serious challenges to community living and participation.
For TAY with SMHC from disadvantaged, vulnerable, and marginalized backgrounds these problems are significantly compounded due to experiencing higher incidents of traumatic events, disproportionate involvement in the child welfare and justice systems, inequalities, societal barriers, stigma in their community, difficulties with social skills, and challenges in establishing meaningful community living and participation.
The COVID-19 pandemic has further escalated the rates of SMHC in TAY. There is a substantial need for evidence-based interventions to improve their community living and participation.

Eligibility Requirements
Eligible applicants include states; public or private agencies; public or private organizations; Indian tribes and tribal organizations. Cost sharing or matching is not required for this grant opportunity. To be considered for review under this grant opportunity, applicants must propose to run a RRTC that is responsive to each of the requirements in the priority section of this notice of funding opportunity.

The grant will have a 60-month project period, with five 12-month budget periods.
