Older Adults Home Modification Grant Program

Background
The U.S. Department of Housing and Urban Development (HUD) is making available grant funds and training resources to non-federal entities to assist experienced nonprofit organizations, state and local governments, and public housing authorities in undertaking comprehensive programs that make safety and functional home modifications repairs and renovations to meet the needs of low-income elderly homeowners. The goal of the home modification program is to enable low-income elderly persons to remain in their homes through low-cost, low barrier, high impact home modifications to reduce older adults’ risk of falling, improve general safety, increase accessibility, and to improve their functional abilities in their home.

Grant Details
Under this NOFO, experienced nonprofit organizations, state and local governments, and public housing authorities will deliver home modification services to qualified beneficiaries. The program model focuses on low-cost, high-impact home modifications such as installation of grab bars, railings, lever-handled doorknobs and faucets, adaptive equipment like temporary ramps, tub/shower transfer benches, handheld shower heads, raised toilet seats, risers for chairs and sofas, non-slip strips for tub/shower or stairs.

The program primarily relies on the expertise of a licensed Occupational Therapist (OT) to ensure that the home modification addresses the client’s specific goals and needs. Services must be for the benefit of eligible low-income homeowners who are at least 62 years old for work in their privately owned primary residence.

Eligibility Requirements
Eligible applicants include experienced nonprofit organizations, state and local governments, public housing authorities. At least one third of funding under this NOFO will be made available to grantees that serve communities with substantial rural populations. Beneficiaries must meet the eligibility requirements outlined in Section III.G of this NOFO.

Period of Performance
The estimated project start date is 01/09/2023 with an estimated end date of 01/08/2026.

The project period is 36 months.

Grant Value
Approximately $15,000,000 is available through this NOFO with a minimum award amount of $500,000 per project period and a maximum award amount of $1,250,000 per project period.
