Maintenance Assistance Program (MAP) funding is used to support, develop, improve and institutionalize infrastructure maintenance practices in the seven insular areas. Activities will support maintenance training to extend the life of island infrastructure, ensure the safety of maintenance technicians, and/or increase the capacity of infrastructure to withstand extreme events; this includes training of maintenance technicians that increases knowledge and awareness of measures to be taken to protect infrastructure from severe weather impacts.

Background
The Office of Insular Affairs (OIA) is issuing the Maintenance Assistance Program (MAP) funding to support, develop, improve, and institutionalize infrastructure maintenance practices in the seven insular areas.

The program aims to extend the life of island infrastructure, ensure the safety of maintenance technicians, and increase the capacity of infrastructure to withstand extreme events. This includes training for maintenance technicians to enhance their knowledge and awareness of protective measures against severe weather impacts.

Grant Details
The MAP funding will provide assistance for various activities including: temporary expertise (management and technical), specialized vehicles, equipment and tools, maintenance-related training, maintenance-related programs/systems, maintenance-related analysis/studies, and minor renovations and critical repairs to infrastructure.

However, it will not fund new construction, salaries of existing employees, routine operating expenses, food or meals, or vehicles primarily used to transport personnel. The estimated total program funding is $4,375,000 with an expected number of awards being 20. The award ceiling is set at $350,000.

Eligibility Requirements
Eligible applicants include non-federal entities such as local government agencies (including utilities) in Guam, American Samoa, the U.S. Virgin Islands, the Commonwealth of the Northern Mariana Islands, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau; hospitals/health centers; institutions of higher education; and non-profit organizations whose projects directly benefit these insular areas.

Funding cannot be provided to the Judicial or Legislative branches of local governments.

Period of Performance
The period for performance will be determined upon award but applications must be submitted by March 12, 2025.

Grant Value
The total value of the grant is estimated at $4,375,000 with individual grant awards having a ceiling of $350,000.

Place of Performance
The grant will be performed in Guam, American Samoa, U.S. Virgin Islands, Commonwealth of Northern Mariana Islands, Federated States of Micronesia, Republic of Marshall Islands, and Republic of Palau.
