Description

This Notice of Intent (NOI) is not a request for funding applications. Subject to the availability of funds, the United States Department of Labor (USDOL) Veterans' Employment and Training Service (VETS) intends to limit competition for five Incarcerated Veterans Transition Program (IVTP) grants of up to $300,000 each for a total of $1,500,000 to current Homeless Veterans' Reintegration (HVRP) demonstration project grantees for one year. Grantees will be required to provide the following services: Job placement matched to community employment needs and for a sustainable job; job-driven training; each client must undergo an assessment of their employability, risk for homelessness, educational needs, health needs and training needs. Upon completion of the assessment (prior to release for currently incarcerated clients), an individualize plan must be prepared that addresses the risks identified during the assessment and must address an action plan for employment that has as its goal, employment within 90 days; and service providers must have an active program of reaching into institutions to develop relationships with incarcerated veterans. Limitation on the Use of Authorized Services (Last Resort Clause): While the pilot permits the use of funds to be used to help an incarcerated veteran secure housing, funds shall not be used for this purpose if funding for the same purpose if available through any other federal source. While the pilot permits the use of funds to encourage employers to hire an incarcerated veteran (e.g. wage subsidy during training, training programs, offset salary for a short period of time), funds shall not be used for this purpose if funding for the same purpose if available through any other federal source. The recipients of the grant agreement will be among the following HVRP grantees all of whom have experience with IVTP: Swords to Plowshares CA, Arizona Women's Education & Employment AZ, Goodwill Industries of The Inland Northwest WA, Volunteers of America Greater Los Angeles Inc. CA, United States Veterans Initiative (Phoenix) AZ, United States Veterans Initiative (Las Vegas) NV, Aletheia House AL, Philadelphia Veteran Multi-Service & Education Center PA, Impact Services Corporation PA, Way Station, Inc. MD, The Workplace, Inc. CT, United Veterans of America, Inc. dba Soldier on MA, Goodwill Industries of Houston TX, Aspen Diversified Industries Services, Inc. CO, Center for Veterans Issues, Ltd. WI, Eaglevision Ministries, Inc. MI. The activity to be funded is essential to the satisfactory completion of an activity presently funded by DOL, wherein competition would result in significant or real expenses in excess of any potential savings to the Government and duplication of work at additional cost to the Government. This NOI does not include an FOA or any attachments. It only constitutes a notice of USDOL's intent to publish an FOA at a later date.
