The U.S. Department of State, Bureau of DRL of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that promote the sustainability and resiliency of non-governmental organizations (NGOs) engaged in democracy and human rights work in difficult or sensitive environments, globally, by increasing their financial, administrative and program management capacities.
Background
The U.S. Department of State, Bureau of DRL of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that promote the sustainability and resiliency of non-governmental organizations (NGOs) engaged in democracy and human rights work in difficult or sensitive environments, globally, by increasing their financial, administrative and program management capacities.

Grant Details
Objective 1: Planning and organizing six (6) large group workshops/trainings per year must bring together 40-50 representatives from NGOS working or operating in difficult or sensitive environments globally. The workshops/training should be held in the U.S. and in international hubs and span up to 5 days. Participants will be selected in coordination with DRL. Trainings should be held in-person when feasible and cost-effective but may be held virtually. Training topics must include financial management standards and best practices, internal controls, procurement, audit requirements, human resources, and managing federal and donor requirements. Develop a clear plan for post-workshop/training follow-up.

Objective 2: Conduct 15-20 virtual, individual NGO assessments per year to include an entrance/introductory conference, existing organizational policy and procedure assessment, truth testing through documentation sampling, gap analysis and observation and recommendation report. Participants will be selected in coordination with DRL. Provide a clear timeline/plan for communication for start to finish assessment (i.e. upon being provided NGO contact information the proposal to set a plan for ensuring consistent and timely communication with the NGO and completion of the overall assessment and report.) Observations and recommendations should provide to NGO with sufficient detail to understand which policies, procedures and processes do not meet federal or industry standards and provide them a recommendation actions or step the NGO can take to improve.

DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernmental organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses.
