Through the new Civil Society Activity in the Kyrgyz Republic, USAID/Kyrgyz Republic will support Kyrgyz civil society to build stronger relationships with their constituencies, enhance their resilience in the face of democratic backsliding, strengthen trust-based relationships and networks among diverse civic actors, and

generate support for promotion of democratic values through value-based messaging.

Background
The United States Agency for International Development (USAID) Kyrgyz Republic Mission is seeking applications for a cooperative agreement from qualified entities to implement the New Civil Society Activity in the Kyrgyz Republic. The total estimated cost of the award will not exceed $10,000,000. The Activity will aim to enhance the enabling environment for civil society through the following four objectives: 1. Strengthen CSO’s domestic legitimacy 2. Enhance CSO’s resilience to changing contexts 3. Advance trust-based relationships and inclusive networks among diverse civic actors 4. Increase public support for democratic values.

Grant Details
The Activity will support Kyrgyz civil society to build stronger relationships with their constituencies, enhance their resilience in the face of democratic backsliding, strengthen trust-based relationships and networks among diverse civic actors, and generate support for promotion of democratic values through value-based messaging.
The Activity should consider a wide range of approaches to building stronger CSO-constituency relationships and re-orient CSOs away from the needs and preferences of the international donor community and towards the needs and demands of local communities.
The Activity should provide flexible funds, including core funding, to address CSO identified priorities for constituency building.

Eligibility Requirements
Eligibility for this award is not restricted. To be eligible for award, the applicant must provide all information as required in this NOFO and meet eligibility standards in Section C of this NOFO.

Period of Performance
The resulting award will be subject to 2 CFR 200 – Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, and USAID’s supplement, 2 CFR 700, as well as the additional requirements found in Section F.
