The Office of Acquisition and Assistance (OAA) at United States Agency for International Development (USAID) mission in Liberia has developed a draft concept, Theory of Change (TOC) to provide stakeholders an opportunity to review, comment, and make suggestions to enhance the Community Health Activity design. USAID/Liberia would like feedback on the entire document.

This RFI is an attempt to solicit industry feedback for USAID's future investments related to community health and water, sanitation and hygiene (WASH) services. USAID's theory of change is that through a well-coordinated and a fully functional national community health program, expanded quality health/WASH services and increased uptake of key high-impact interventions such as family planning, immunization services for children under one, maternal, neonatal and child health, including prevention and treatment of malaria will improve the health status of rural and disadvantaged communities. USAID anticipates 1-2 funding opportunities in the area of community health and currently envisions one focused on the expansion of the community health assistant (CHA) program and the second, complementary piece on community engagement, community and household-level behavior change that strengthens the impact of the CHA and facility-level investments, and WASH services.

The draft TOC is anticipated to result in finalizing either a Statement of Work or a Program Description that may lead to a formal solicitation or Notice of Funding Opportunity. The place of performance is Liberia and the period of performance could be up to five (5) years. The draft concept is provided under in the package tab of this opportunity notice.
