The U.S. Agency for International Development in Haiti (USAID/Haiti) is pleased to issue this Improved Health Service Delivery (IHSD Round or Addendum ) under the existing Global Health New Partnerships Initiative (GH NPI) Annual Program Statement (APS) No.: 7200AA19APS00013. This serves as an Addendum to an existing United States Agency for International Development (USAID), Annual Program Statement (APS). This is NOT a Request for Application (RFA).

USAID/Haiti is seeking concept papers focusing on promoting new and underutilized partnerships to prevent maternal and child deaths, prevent unplanned pregnancies, achieve HIV epidemic control, improve nutrition, and contribute to health systems strengthening in Haiti. Consistent with U.S. policy on assistance to Haiti, awards issued under the IHSD Round will focus on improving health outcomes and ensuring the sustainability of health service delivery activities.

Background
The U.S. Agency for International Development in Haiti (USAID/Haiti) is seeking concept papers focusing on promoting new and underutilized partnerships to prevent maternal and child deaths, prevent unplanned pregnancies, achieve HIV epidemic control, improve nutrition, and contribute to health systems strengthening in Haiti.

USAID/Haiti has previously awarded a number of health service delivery projects throughout the past two decades, supporting access to and delivery of primary health care in Haiti’s ten geographic departments, serving approximately 4.5 million of the most vulnerable people in Haiti.

The global community has made great strides in reducing mortality around the world over the last 50 years, but progress in developing countries, particularly Haiti, lags far behind that seen in developed countries and most countries of the region.

Grant Details
Under this Round, USAID/Haiti is seeking concept papers that incorporate interventions that will build upon and expand USAID/Haiti’s efforts to address key drivers of Maternal and Child Health (MCH) morbidity and mortality, Family Planning/Reproductive Health (FP/RH), Water, Sanitation and Hygiene (WASH), Nutrition, HIV/AIDS, and Health System Strengthening (HSS).

The proposed approach should be technically sound, innovative, feasible, and focus on solutions to prevent maternal and child deaths, control the HIV/AIDS epidemic, strengthen the health system and provide quality health services in regard to FP/RH and maternal and child health across all 10 geographic departments of Haiti.

Eligibility Requirements
U.S. and non-U.S. public, local, private, for-profit, and non-profit organizations, as well as institutions of higher education, public international organizations, and non-governmental organizations are eligible to submit a concept paper under this IHSD Round.

Additionally, the organization must be a legally-recognized organizational entity under applicable law.

Period of Performance
The anticipated period of performance of the IHSD Activity is five (5) years from the signature date of the award.

Specific dates will be provided at the time of award.

Grant Value
Subject to the availability of funds, USAID anticipates making one (1) or more awards not exceeding a cumulative ceiling of $90,000,000.

Place of Performance
The specific geographic location(s) where the grant will be performed is across all ten geographic departments in Haiti.
