Background
The Bureau of Land Management (BLM) Utah Cultural Heritage and Paleontology Programs manage archaeological and historic sites, artifact collections, places of traditional cultural importance to Native Americans and other communities, and paleontological resources on federal lands in Utah. The programs coordinate management, preservation, education and outreach efforts, economic opportunities, and public uses of heritage resources. The grant supports projects funded through the Infrastructure Investment and Jobs Act and the Inflation Reduction Act.

Grant Details
The grant aims to establish partnerships to encourage the public to learn about and engage with heritage resources in Utah. The goals include building a conservation stewardship legacy, expanding recreation opportunities on public lands, ensuring meaningful consultation and self-determination for Tribes, enhancing visitor experience on public lands, eliminating unnecessary steps while maintaining rigorous environmental standards.
Projects under this grant include conducting studies to improve understanding of natural and cultural history, monitoring at-risk heritage resources, stabilizing at-risk heritage resources, training future cultural resource management practitioners and paleontologists, assisting with cultural heritage data and records management activities, preserving existing collections at recognized curation facilities, promoting engagement with Native American communities, fostering partnerships with tribal governments and programs, promoting public engagement and learning opportunities through heritage resources education and outreach programs, events, products, developing and maintaining historic sites with interpretive potential.

Eligibility Requirements
Eligible applicants include state governments, county governments, city or township governments, special district governments, independent school districts, public housing authorities/Indian housing authorities, Native American tribal governments (Federally recognized), Native American tribal organizations (other than Federally recognized tribal governments), nonprofits having a 501(c)(3) status with the IRS (other than institutions of higher education), nonprofits without 501(c)(3) status with the IRS (other than institutions of higher education), private institutions of higher education. Individuals and For-Profit Organizations are ineligible to apply for awards under this NOFO.

Period of Performance
Projects funded through this NOFO will start upon issuance of a notice of award by the BLM Grants Management Officer executed through GrantSolutions. Agreement terms for funded projects are estimated to range between one and no more than five years.

Individuals and For-Profit Organizations are ineligible to apply for awards under this NOFO.This program NOFO does not support entities hiring interns or crews under the Public Lands Corps Act of 1993. The Public Lands Corps Act of 1993, 16 USC, Chapter 37, Subchapter II-Public Lands Corps, is the only legislative authority that allows BLM to "hire" interns under this authority. Therefore, eligible Youth Conservation Corps may only apply for projects developed under NOFO 15.243 – BLM Youth Conservation Opportunities on Public Lands. CESUs are partnerships with a purpose to promote, conduct, and provide research, studies, assessments, monitoring, technical assistance, and educational services. If a cooperative agreement is awarded to a CESU partner under a formally negotiated Master CESU agreement which is consistent with the CESU purpose, indirect costs are limited to a rate of no-more-than 17.5 percent of the indirect cost base recognized in the partner's Federal Agency-approved Negotiated Indirect Cost Rate Agreement (NICRA). Applicant’s should specify if their proposal furthers the purpose of the CESU program, and if so which CESU Network should be considered as host.
