This funding opportunity is a call for applications to establish and operate a Manufacturing USA institute focused on the use of artificial intelligence (AI) to strengthen the resilience of U.S. manufacturers. Through this competition, NIST expects to select an applicant or applicant team most capable of establishing and leading a public-private partnership that will integrate expertise in AI, manufacturing processes, and supply chain networks to conduct applied R&D projects that address industry-wide needs for innovation leading to greater resilience of manufacturing systems. The AI for Resilient Manufacturing (AI MFG) Manufacturing USA (AI MFG USA) institute is also expected to cultivate the development of a world-leading workforce needed to deploy institute-developed AI technologies into industrial use. The award will provide financial resources to establish the AI MFG USA institute, conduct startup activities and operate a national effort to accelerate manufacturing innovation and increase U.S. global competitiveness.

Background
The National Institute of Standards and Technology (NIST), part of the United States Department of Commerce, is issuing a funding opportunity to establish and operate a Manufacturing USA institute focused on artificial intelligence (AI) to enhance the resilience of U.S. manufacturers. This initiative aims to create a public-private partnership that integrates AI expertise with manufacturing processes and supply chain networks, addressing industry-wide innovation needs and fostering a skilled workforce for AI technologies in industrial applications.

Grant Details
The AI MFG USA institute will conduct applied research and development projects aimed at improving manufacturing resilience through AI adoption. Key tasks include:

1) Performing industry-led, pre-competitive applied AI research, development, and demonstration projects;

2) Partnering with education and workforce development providers to address national AI workforce priorities;

3) Developing initiatives for market transition of institute-developed technologies;

4) Promoting participation from small and medium-sized enterprises, including those owned by women, minorities, and veterans;

5) Establishing a balanced portfolio of projects aligned with advanced manufacturing challenges.

The institute will also focus on creating training resources and credentialing pathways for the workforce needed to implement AI solutions in manufacturing.

Eligibility Requirements
Eligible applicants include accredited institutions of higher education, non-profit organizations, for-profit organizations with majority domestic ownership or control, and State, Tribal, local, or Territorial Governments. Individuals and unincorporated sole proprietors are not eligible. Existing Manufacturing USA institutes are also excluded from applying.

Period of Performance
The initial award period is five years, with potential for renewal based on performance and funding availability. A startup phase of up to one year is allowed for establishing operations.

Grant Value
NIST anticipates funding up to $70 million over five years for the establishment and operation of the institute. Non-federal cost-share is required at least equal to the federal funding provided.

The grant activities will be performed within the United States.

Federal agencies and Federally Funded Research and Development Centers are not eligible to apply under this NOFO.
