This Notice of Funding Opportunity (NFO) is being released prior to appropriation and/or apportionment of funds for fiscal year 2022. Enactment of additional continuing resolutions or an appropriations act may affect the availability or level of funding for this program.

The Arkansas NRCS State Office, an agency under the United States Department of Agriculture (USDA), is seeking support from and opportunities to partner with likeminded natural resource conservation partners. The overall intent of this solicitation is to solicit partnerships to provide technical services that address the key conservation objectives and focus areas described further in this document.

Proposals will be accepted from Arkansas. All applicants must demonstrate an established history of working cooperatively with producers on agricultural land to address local conservation priorities (to be determined by NRCS). All applicants must be capable of providing support in the State of Arkansas. NRCS anticipates that the amount available for support of this program in FY 2022 will be approximately $3,000,000.

This notice identifies the objectives, eligibility criteria, and application instructions. Applications will be screened for completeness and compliance with the provisions of this notice. Incomplete and/or noncompliant applications will be eliminated from competition and notification of elimination will be sent to the applicant. The Arkansas State Conservationist reserves the right not to fund any or all applications. NRCS will accept applications under this notice for single or multiyear applications submitted by eligible entities.

Background

Grant Details
Technical assistance services are defined as technical expertise, information, training, education, and tools necessary for a producer to be able to successfully implement, operate, and maintain the conservation of natural resources on land active in agricultural, forestry, or related uses. The solicitation invites conservation partners to apply for NRCS assistance with key conservation objectives such as water quantity, water quality, plant health, soil health, and wildlife.
Emphasis will be placed on projects that promote public awareness of NRCS programs and further develop relationships with historically underserved agricultural producers or communities. Additionally, the solicitation seeks projects that facilitate training sessions for certified technical service providers and provide specialized/advanced direct technical assistance in support of priority resource concerns in Arkansas.

Eligibility Requirements
Proposals will be accepted from entities such as city or township governments, county governments, for-profit organizations other than small businesses, Native American tribal governments (Federally recognized), Native American tribal organizations (other than Federally recognized tribal), nonprofits having a 501(c)(3) status with the IRS (other than institutions of higher education), nonprofits that do not have a 501(c)(3) status with the IRS (other than institutions of higher education), private institutions of higher education, public and State-controlled institutions of higher education, special district governments, and state governments.
All applicants must demonstrate an established history of working cooperatively with producers on agricultural land to address local conservation priorities in Arkansas.

Period of Performance
Projects may be between one and three years in duration with an estimated project start date of September 1, 2022. The agency expects to make approximately twenty-five awards by June 1, 2022 and execute awards by September 1, 2022.

Grant Value
$3,000,000.00 is expected to be awarded through this opportunity. The funding floor is $5,000.00 and the funding ceiling is $3,000,000.00.
