The Office of Early Childhood Development within the Administration for Children and Families at the Department of Health and Human Services jointly with the Department of Education will be soliciting applications from eligible states and territories to carry out the renewal grant activities of the Preschool Development Grant Birth through Five (PDG B-5). The PDG B-5 Renewal Grant will fund states to build upon their initial grant activities, while considering the changing needs of children and families created by the COVID 19 Pandemic, and investing in strategies that will address those needs, supporting and strengthening the early childhood care and education (ECCE) workforce, enhancing quality, and expanding access to early childhood services for children, particularly those in high need communities. Recipients of PDG B-5 Renewal Grant funding are encouraged to use a certain portion of grant funds to award subgrants to ECE programs, to expand access to and enhance the quality of existing services or develop new programs that address the needs of low-income and disadvantaged young children and families in the mixed delivery system across the state.

Background

Grant Details
The PDG B-5 Renewal Grant aims to strengthen existing ECE programs in a mixed delivery system across the state and give children access to high-quality early childhood care and education from birth through kindergarten. The award focuses on the programs and systems that prepare and support underserved children to enter kindergarten. States will build on their PDG B-5 Initial or Planning grant efforts by investing in the early childhood workforce and expanding access to high-quality ECE programs through a mixed delivery system to address ongoing needs in preparing children to enter kindergarten. States should make sure that underserved children and their families—including those in high-poverty and rural communities—can access ECE services and support.

Eligibility Requirements
Eligible applicants include 21 states that received a PDG B-5 Planning Grant in December 2022 but do not have a renewal grant, along with one state, one district, and two territories that received an initial grant in 2018 but did not receive a renewal grant. Other eligibility criteria include having the governor of the state identify the state entity that will apply for funding, allowing subgrants to programs in the mixed delivery system across the state designed to benefit low-income and disadvantaged children prior to entering kindergarten. Individuals, including sole proprietorships, and foreign entities may not apply.

Period of Performance
The funding periods consist of a 36-month period with three 12-month budget periods. The application deadline is July 31, 2024, with an expected award date on September 16, 2024, and an expected start date on September 30, 2024.

Grant Value
The total estimated program funding is $85 million with a total expected awards of 10. The minimum award amount for the first budget period is $500,000 with a maximum award amount for the first budget period being $11 million.
