The Basic Center Program (BCP) provides temporary shelter and counseling services to youth who have left home without permission of their parents or guardians, have been forced to leave home, or other homeless youth who might otherwise end up in the law enforcement or in the child welfare, mental health, or juvenile justice systems. BCPs work to establish or strengthen community-based programs that meet the immediate needs of runaway and homeless youth and their families. BCP award recipients provide youth under 18 years of age with emergency shelter, food, clothing, counseling and referrals for health care. BCP award recipients can provide up to 21 days of shelter for youth and seeks to reunite young people with their families, whenever possible, or to locate appropriate alternative placements. Additional services may include: street-based services; home-based services for families with youth at risk of separation from the family; drug abuse education and prevention services; and at the request of runaway and homeless youth, testing for sexually transmitted diseases.

Background

The program aims to establish or strengthen community-based programs that meet the immediate needs of runaway and homeless youth and their families.

Grant Details
The BCP provides up to 21 days of emergency shelter and counseling services to youth under the age of 18 who meet specific criteria. Additional services may include street-based services, home-based services for families with youth at risk of separation from the family, drug abuse education and prevention services, and testing for sexually transmitted diseases. The grant funding is a type of grant with an estimated total program funding of $18,000,000 and a total expected awards of 72. The funding periods consist of a 36-month period of performance with three 12-month budget periods. Non-competing continuation awards will be offered for the second and third budget periods based on satisfactory progress and review and approval of the continuation application.

Eligibility Requirements
Eligible applicants include public and nonprofit private entities, state, county, city or township, special district governments, independent school districts, public- and state-controlled institutions of higher education, private institutions of higher education, public housing authorities, Indian housing authorities, nonprofits with or without a 501(c)(3) status with the Internal Revenue Service (except institutions of higher education), federally recognized Native American tribal governments, and Native American tribal organizations. For-profit organizations are not eligible. Faith-based and community organizations that meet the eligibility requirements are also eligible for awards under this funding opportunity.

Period of Performance
The grant has a 36-month period of performance with three 12-month budget periods. The application deadline is June 7, 2024. Expected award date is August 30, 2024 with an expected start date on September 30, 2024.

Eligible applicants include public and non-profit private agencies and coordinated networks of such entities. For-profit organizations are not eligible. Private institutions of higher education must be non-profit entities. In selecting applicants to receive grants under this funding announcement, priority will be given to public and non-profit, private agencies that have experience in providing services to runaway, homeless, and street youth. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from the merit review and funding under this funding opportunity. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity. Faith-based organizations may apply for this award on the same basis as any other organization, as set forth at and, subject to the protections and requirements of 45 CFR Part 87 and 42 U.S.C. 2000bb et seq., ACF will not, in the selection of recipients, discriminate against an organization on the basis of the organization's religious character, affiliation, or exercise.
