The Fiscal Year (FY) 2023 Transit Security Grant Program (TSGP) is one of four grant programs that constitute DHS/FEMA's focus on transportation infrastructure security activities. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by DHS to help strengthen the nation's critical infrastructure against risks associated with potential terrorist attacks. The TSGP provides funds to transit agencies to protect critical surface transportation infrastructure and the traveling public from acts of terrorism. Among the five basic homeland security missions noted in the DHS Strategic Plan, the TSGP supports the goal to Strengthen Preparedness and Resilience. The 2022-2026 FEMA Strategic Plan outlines three bold, ambitious goals in order to position FEMA to address the increasing range and complexity of disasters, support the diversity of communities we serve, and complement the nation's growing expectations of the emergency management community. The TSGP supports the goal to Promote and Sustain a Ready FEMA and Prepared Nation. Background

The TSGP provides funds to transit agencies to protect critical surface transportation infrastructure and the traveling public from acts of terrorism.

Grant Details
The program provides funds to eligible public transportation systems (which include intra-city bus, ferries, and all forms of passenger rail) to protect critical transportation infrastructure and the traveling public from acts of terrorism, and to increase the resilience of the transportation infrastructure itself.

For FY 2023, DHS is focused on enhancing cybersecurity and enhancing the protection of soft targets/crowded places. The program also aims at effective planning, training and awareness campaigns, equipment and capital projects, and exercises. Performance metrics for this program include percentage of funding allocated by the recipient to core capabilities to build or sustain national priorities.

Eligibility Requirements
Eligible applicants are limited to passenger rail, intra-city bus, and ferry systems serving historically eligible Urban Area Security Initiative (UASI) urban areas. Eligibility does not guarantee grant funding.

Prior to allocation of any federal preparedness awards, recipients must ensure adoption and implementation of National Incident Management System (NIMS). There is no cost-share requirement for the FY 2023 TSGP.

Period of Performance
The period of performance for capital infrastructure projects is 48 months while for all other projects it is 36 months. Extensions to the period of performance are allowed.

The eligible systems are located in various urban areas across different states including Arizona, California, Florida, Georgia, Hawaii, Illinois, Indiana, Kentucky, Louisiana, Massachusetts, Michigan, Minnesota, Missouri, Nevada, New York/New Jersey/Connecticut area among others.
