Background
The U.S. Department of Labor’s (Department’s) Employment and Training Administration (ETA) has announced the availability of RESEA FY 2023 state allotments to conduct RESEA activities and grant award application requirements for grantees to receive funding allocations. The purpose of the grant is to provide guidelines for the FY 2023 UI RESEA grants and to invite State Workforce Agencies to submit a RESEA State Plan.

Grant Details
The UIPL provides general operating guidance for the RESEA program for FY 2023, including definitions for RESEA-specific terms, funding details, program design, program operations, evidence-based interventions and evaluation requirements, and the RESEA State Plan submission process. It also outlines changes to required RESEA reports and the state plan template. The document includes information on the base-funding formula for state grants, outcome payments, allowable uses of funds, administrative cost limitations, evaluation set-aside funds, average cost of initial and subsequent RESEAs, and period of performance for state grants.

Eligibility Requirements
States requesting funding to continue a current RESEA program or to implement a new RESEA program during FY 2023 must submit a RESEA State Plan by April 10, 2023. The Department has applied changes to required RESEA reports and the state plan template.

Period of Performance
The period of performance for FY 2023 RESEA funds will be from January 1, 2023, through September 30, 2024. Funds must be obligated by September 30, 2024, and liquidated by December 31, 2024.

Grant Value
The total available funding for FY 2023 is $375 million distributed across three funding streams: eighty-nine percent ($333.75 million) awarded to states via the base-funding formula; ten percent ($37.5 million) awarded to states for outcome payments; and one percent ($3.75 million) reserved by the Department to conduct research and provide technical assistance.
