The U.S. Department of State, Bureau of South and Central Asian Affairs' Office of Security and Transnational Affairs (SCA/STA) announces an open competition for an organization (see eligibility information on page 1) interested in submitting an application to implement a project to build the capacity of the four small island developing states (SIDS) in the Indian Ocean to address the impacts of climate change. In particular, the funding will be used to increase resilience to climate-driven disasters among the SIDS.

Background
The U.S. Department of State, Bureau of South and Central Asian Affairs’ Office of Security and Transnational Affairs (SCA/STA) announces an open competition for organizations interested in implementing a project to build the capacity of four small island developing states (SIDS) in the Indian Ocean to address the impacts of climate change.

The funding aims to increase resilience to climate-driven disasters among these SIDS, specifically targeting Maldives, Comoros, Mauritius, and Seychelles. This program will also engage with the Indian Ocean Rim Association (IORA) as a resource and observer.

Grant Details
The project aims to enhance understanding of needs and risks related to climate-related disasters affecting IOR SIDS through activities such as a Climate Resilience Needs and Gaps Table-Top Exercise.

It will also focus on enhancing capacity building programming for stakeholders involved in post-disaster recovery and resilience, including a study tour in the U.S. for disaster management professionals. Additional activities may include webinars on adaptive strategies, support for exercises/workshops on disaster risk reduction, and development of toolkits or guides for managing long-term climate resilience.

Expected outcomes include improved coordination among stakeholders and increased training in climate change adaptation.

Eligibility Requirements
Eligible applicants include U.S.-based non-profit/non-governmental organizations (with or without 501(c)(3) status), foreign-based non-profit organizations/NGOs, U.S.-based private/public/state institutions of higher education, and foreign-based institutions of higher education. Organizations may submit only one application.

Period of Performance
The period of performance for this grant is 24 months.

The total value of the grant is $986,500.

The grant will be performed in the Indian Ocean Region's small island developing states: Maldives, Comoros, Mauritius, and Seychelles.
