Energy and Mineral Development Program (EMDP)

Background
DEMD administers the EMDP grant, which seeks proposals for projects that conduct resource inventories and assessments, feasibility studies, or other pre-development studies necessary to process, use and develop energy and mineral resources. The resources and their uses include biomass for heat or electricity, transportation fuels, hydroelectric, solar, wind generation, geothermal heating or electricity production, district heating, other forms of distributed energy generation, oil, natural gas, helium, sand and gravel, coal, precious minerals, and base minerals (lead, copper, zinc). EMDP projects may include initial resource exploration; defining potential targets for development; performing a market analysis to establish production/demand for a commodity; performing economic evaluation and analysis of the resource; baseline studies related to energy and mineral projects; and other pre-development studies or work necessary to promote the use and development of energy and mineral resources.

Grant Details
DEMD anticipates awarding approximately twenty (20) to seventy-five (75) grants ranging in value from approximately ten thousand dollars ($10,000) to one million five hundred thousand dollars ($1,500,000). The program funds one-year projects only. The grant eligibility criteria are described under the Energy Policy Act of 1992. EMDP grants are available only to Indian entities and on Indian land as defined in the under 25 U.S.C. § 3502. An applicant may submit more than one grant application for multiple distinct projects. However, EMDP awards may not be used for certain activities such as establishing or operating a Tribal office or purchasing equipment to develop energy and mineral resources.

Eligibility Requirements
EMDP grant eligibility criteria are described under the Energy Policy Act of 1992. All Tribal grant applications must be accompanied by a Tribal resolution identifying the Tribal grant lead point of contact.

Period of Performance
The program funds one-year projects only.
