Due to the federal emergency disaster declarations in Alabama, California, Florida, Louisiana, Mississippi, and Oregon, this FOA has been modified to allow ONLY applicants in these states to submit applications until 10/5/2020 by 11:59 PM, ET, for electronically-submitted applications, and 4:30 PM, ET, for applications in paper format that have received an exemption from electronic submission. All other applicants are subject to the Application Due Date of 9/21/2020 by 11:59 PM, ET, for electronically-submitted applications, and 4:30 PM, ET, for applications in paper format that have received an exemption from electronic submission, as listed in Section IV.4. Submission Dates and Times. The Administration for Children and Families (ACF) announces the availability of approximately $100 million to be competitively awarded for the purpose of expanding access to high-quality, comprehensive services to low-income infants and toddlers and their families through Early Head Start-Child Care (EHS-CC) Partnerships, or through the expansion of Early Head Start services. ACF solicits applications from public entities, including states, or private non-profit organizations, including community-based or faith-based organizations, or for-profit agencies that meet eligibility for applying as stated in section 42 U.S.C. 9840A of the Head Start Act. Eligible applicants are any public or private non-profit agencies, including community-based and faith-based organizations, or for-profit agencies pursuant to Section 645A(d) of the Head Start Act, 42 U.S.C. § 9840A(d). Entities operating Head Start programs are eligible to operate Early Head Start programs. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and from funding under this announcement.
