The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations to submit applications for projects under two program categories: 1) promoting transitional justice and accountability; and 2) advancing women's leadership and engagement in community level peacebuilding processes.
Background
The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations to submit applications for projects under two program categories: 1) promoting transitional justice and accountability; and 2) advancing women’s leadership and engagement in community level peacebuilding processes.

Grant Details
The proposals should include clear program strategies, specific activities, and objectives linked to one of the two categories. For the transitional justice category, successful program designs should focus on strengthening civil society’s capacity to document human rights violations (HRVs), promote the inclusion of civil society and survivors in transitional justice processes, provide comprehensive support services for survivors of HRVs, and engage with key stakeholders to implement reforms to improve accountability mechanisms.

For the women’s leadership category, successful program designs should aim to increase the number of women serving as advocates of human rights and accountability efforts, assuming leadership roles in decision-making fora and stabilization efforts, working as negotiators in locally-led resource management efforts, advocating for conflict prevention initiatives, advancing environmental advocacy, fostering grassroots initiatives for women's participation in peacebuilding processes, mainstreaming gender equality issues into peace and stabilization initiatives, addressing barriers to women’s participation in public life, and engaging men and boys as allies where possible.

Eligibility Requirements
DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernmental organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses. DRL’s preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited. Providing cost sharing, matching, or cost participation is not an eligibility factor or requirement for this NOFO.

Period of Performance
The period of performance for the grant is 24-36 months.

Grant Value
The funding floor is $750,000 with a funding ceiling of $1,250,000. Anticipated Number of Awards: 1-2.

Place of Performance
The grant will be performed in Yemen.
