Description

Through this addendum to the Diversifying Partnerships in WASH (DiP-WASH) Annual Program Statement (APS) No. 7200AA21APS00004, the USAID/Democratic Republic of Congo (USAID/DRC) mission seeks transformational solutions to persistent challenges in meeting the needs of Congolese to access and use sanitation services. The Democratic Republic of the Congo (DRC) Rural and Peri-Urban Sanitation addendum aims to provide USAID/DRC and the private sector a flexible opportunity to partner in the co-creation and delivery of high impact activities that expand market-based approaches to increase sustained access to and use of basic sanitation services. The activity will also retain some accessory activities on marketing hygiene practices, including potential support to open defecation free (ODF) campaigns, in collaboration with other USAID and other donor funded programs operating in the same target geographies. This Addendum serves as a call for concept papers.

Background
The USAID/Democratic Republic of Congo (USAID/DRC) mission seeks transformational solutions to persistent challenges in meeting the needs of Congolese to access and use sanitation services. The 'Democratic Republic of the Congo (DRC) Rural and Peri-Urban Sanitation' addendum aims to provide USAID/DRC and the private sector a flexible opportunity to partner in the co-creation and delivery of high impact activities that expand market-based approaches to increase sustained access to and use of basic sanitation services.

Grant Details
The activity will focus on expanding market-based approaches, marketing hygiene practices, supporting open defecation free (ODF) campaigns, and collaborating with other USAID and donor funded programs operating in the same target geographies. Concepts should integrate cost-effective activities focusing on mixed approaches and community-based approaches that can close gaps that market approaches may not address, particularly in reaching poor and remote households. The concepts should propose cost-effective, innovative, promising partnerships and activities including strengthening relevant inclusive governance and capacity at local and/or national scales, reinforcing local partners capacity, operating under a Payment-for-Results (PfR) modality, prioritizing alignment with private sector core business functions, and generating evidence regarding the relative efficacy of market-based approaches by rigorously monitoring, evaluating, and reporting.

Eligibility Requirements
All interested organizations are invited to collaborate with USAID/DRC. The addendum is authorized in accordance with Part 1 of the Foreign Assistance Act of 1961. Prospective applicants need to carefully review both the addendum and the full announcement available at .

Period of Performance
The anticipated period of performance is five years with a possibility of extension. Up to two new awards of up to $50 million total are anticipated with a maximum of $2 million additional funding available under certain conditions for ongoing shock and/or emergency related to public health/WASH or climate change.

Grant Value
Subject to the availability of funds, USAID/DRC anticipates supporting up to two new awards of up to $50 million total over the course of five years with possibility of extension. Additionally, up to a maximum of $2 million of additional funding could be made available under certain conditions.

Place of Performance
The concepts will focus interventions in selected USAID DRC’s zones of intervention which include rural and peri-urban areas of North and South Kivu, Ituri, parts of Kasai Orientale, Kasai Central and Lomami.
