The Bureau of Counterterrorism (CT) of the U.S. Department of State announces an open competition for organizations to submit applications to expand Cote d'Ivoire's (CDI) Centre de Renseignement Op rationnel Antiterroriste (CROAT Counterterrorism Operational Intelligence Center) drone fleet to conduct lawful domestic and cross-border surveillance of known or suspected terrorists (KSTs) in the region.
Background
The Bureau of Counterterrorism (CT) of the U.S. Department of State is seeking applications to expand Cote d’Ivoire’s (CDI) Centre de Renseignement Opérationnel Antiterroriste (CROAT – Counterterrorism Operational Intelligence Center) drone fleet to conduct lawful domestic and cross-border surveillance of known or suspected terrorists (KSTs) in the region. The program aims to bolster CROAT’s capabilities to recognize, monitor, gather, process, exploit, and disseminate information and share information within the Ivoirian interagency and regionally.

Grant Details
The proposed program will deliver drones to the CROAT with longer-range capabilities (30-50km ranges) for surveillance operations and will include specialized training for piloting the drones, maintenance, and battery supplements for sustainability.

The program objective is for the CROAT to have the capacity to use and apply technologies to conduct lawful domestic and cross-border surveillance of terrorists operating in the region and refer evidence for criminal prosecution. The program targets sworn law enforcement border officials in CDI.

Eligibility Requirements
Eligible applicants include not-for-profit organizations, including think tanks and civil society/non-governmental organizations, public and private educational institutions, for-profit organizations (only if allowed by appropriation), public international organizations (PIOs), and governmental institutions.

Cost sharing or matching is not a requirement for this grant. Each applicant must have a Unique Entity Identifier (UEI) and an active registration with the SAM.gov before submitting an application.

Period of Performance
The length of performance period is up to 15 months with an anticipated program start date on September 30, 2024. The Department of State may entertain applications for continuation grants funded under these awards beyond the initial budget period on a non-competitive basis subject to availability of funds.
