The Office of Community Services (OCS) within the Administration for Children and Families (ACF) issues this funding opportunity announcement (FOA) for grants for Community Services Block Grant (CSBG) CARES Act Rapid-Cycle Impact Projects (RCIP). This new FOA will support the continuous progress toward the CSBG CARES Act RCIP goal of adapting current eligible entity service models to effectively respond to immediate community needs while also preparing for a future model that realigns local service based on those needs. The grantees under this cooperative agreement will be responsible for implementing community-based projects focused on priority areas to be specified by OCS. Examples include: Coordination with public health and emergency management to address urgent health and social outcomes for people with low-income; Adapting service delivery to a physical distancing environment to promote safety and effectiveness (including use of technology for remote service delivery or to coordinate services); Strengthening individual and family adaptive capacities (including two-generation and intergenerational service models); Making structural reforms at the community-level to reinvent the safety net; Innovations in supports for families affected by school changes and disrupted childcare services; and Identifying and training for high demand jobs in the post-COVID-19 economy. OCS will identify up to 20 regionally diverse projects focusing on one or more OCS priority areas to participate in a Rapid-Cycle Evaluation and Continuous Quality Improvement approach. Grantees will receive support from OCS on all aspects of this rapid-cycle learning approach and assistance in implementing it in their projects on developing rapid-cycle evaluation methods and assist grantees with required reporting and data collection.

Background
The Office of Community Services (OCS) within the Administration for Children and Families (ACF) is issuing this FOA for grants for the Community Services Block Grant (CSBG) CARES Act Rapid-Cycle Impact Projects (RCIP). The CSBG program is administered by OCS and supports activities to alleviate the causes and conditions of poverty in communities. The CSBG CARES Act RCIP goal is to adapt current eligible entity service models to effectively respond to immediate community needs while also testing innovative community approaches and strategies developed to prevent, prepare for, and respond to the effects of the COVID-19 public health emergency.

Grant Details
This funding opportunity will support up to 20 regionally diverse projects focused on priority areas identified by OCS. Grantees will be responsible for implementing community-based projects focused on priority areas such as coordination with public health and emergency management officials, adapting service delivery to a physical distancing environment, strengthening individual and family adaptive capacities, making structural reforms at the community-level, innovations in supports for families affected by school changes and disrupted childcare services, and identifying and training for high demand jobs in the post-COVID-19 economy. Grantees will incorporate a rapid-cycle learning approach into the implementation of their project to strengthen the implementation and effectiveness of programs and service strategies. The grant period is 15 months.

Eligibility Requirements
Eligible applicants are CSBG-eligible entities, or statewide or local organizations or associations with demonstrated expertise in providing training to individuals and organizations on methods of effectively addressing the needs of low-income families and communities. Faith-based and community organizations that meet the eligibility requirements are also eligible to receive awards under this funding opportunity announcement.

Period of Performance
The grant period is 15 months.

Grant Value
$3,850,000 is the estimated total funding available for up to 20 awards with an average projected award amount of $192,000 per budget period. The award ceiling is $250,000 per budget period with an award floor of $150,000 per budget period.

Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and from funding under this announcement.
