The American Rescue Plan Act, 2021 (Pub. L. No. 117-2, 5004) authorizes SBA to establish the Community Navigator Pilot Program to make grants to, or enter into contracts or cooperative agreements with, private nonprofit organizations, SBA Resource Partners, States, Tribes, and units of entities. OED will support the Community Navigator Pilot Program. OED's mission is to help small businesses start, grow, and compete in global markets by providing quality training, counseling, and access to resources.

The Administration is committed to ensuring that the nation's small businesses receive the support they need to access federal relief programs that can help them weather the economic downturn caused by the COVID-19 pandemic. The focus of this program is to reach, and support underserved small businesses, including micro and rural businesses, with emphasis and those owned by women, veterans and socially and economically disadvantaged individuals.

Background
The American Rescue Plan Act, 2021 authorizes the U.S. Small Business Administration (SBA) to establish the Community Navigator Pilot Program to make grants to private nonprofit organizations, SBA Resource Partners, States, Tribes, and units of entities. The Office of Entrepreneurial Development (OED) will support the program. OED’s mission is to help small businesses start, grow, and compete in global markets by providing quality training, counseling, and access to resources.

Grant Details
The Community Navigator Pilot Program aims to provide long-term economic small business recovery and resiliency. It focuses on reaching and supporting underserved small businesses, including micro and rural businesses, with emphasis on those owned by women, veterans, and socially and economically disadvantaged individuals.

The program will provide technical assistance with pandemic relief programs and recovery services to aid businesses in stabilization and expansion. It will utilize a 'Hub' and 'Spoke' model featuring lead organizations at the center of a network of partners to conduct targeted outreach to specific sectors of the entrepreneurial community.

Eligibility Requirements
Eligible applicants include nonprofit organizations with 501(c) status, economic development organizations, Native American tribal organizations, county governments, state governments, SBA Resource Partners (e.g., SBDCs, WBCs, SCORE), Veterans Business Outreach Centers (VBOCs), Community Development Financial Institutions (CDFIs), and nonprofit colleges and universities.

Applicants must have been in operation for two years or more.

Period of Performance
The project duration will be for 24 months from September 1, 2021 to August 31, 2023. The funding instrument used will be a Grant Agreement.

Grant Value
Under the Community Navigator Pilot Program, SBA is soliciting applications for three separate competitions: Tier 1 - $5.0M; Tier 2 - $2.5M; Tier 3 - $1.0M. Grantees have two years after award to expense the funds.
