The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to combat human trafficking, including sex and labor trafficking, in Uzbekistan. Despite the Government of Uzbekistan's increased efforts to combat Trafficking in Persons crimes, traffickers continue to exploit vulnerable populations, including women, children, and marginalized groups, for forced labor and sexual exploitation. One of the critical barriers to effective enforcement in this area is the significant underreporting of incidents by victims. In Uzbekistan many victims, due to fear of retaliation, lack of trust in the judicial system, cultural norms or a lack of awareness of their rights, are reluctant to come forward. This lack of reporting hampers the ability of law enforcement agencies to accurately assess the scope of the problem, allocate resources effectively, and take appropriate action against perpetrators. Consequently, without adequate victim reporting, enforcement efforts remain severely constrained, leading to a cycle of impunity that perpetuates the issue. To address this issue, Uzbekistan should strengthen its reporting mechanisms, ensuring reporting systems are both victim-centered and culturally sensitive. These systems should include mechanisms for anonymous reporting, comprehensive data collection, and regular assessments to ensure they are effectively capturing the extent of the issue. This notice of funding opportunity aims to support innovative and sustainable projects that address these critical gaps. Projects should focus on enhancing victim protection and assistance, strengthening law enforcement and judicial capacity, improving data collection and analysis, and fostering multi-stakeholder collaboration. By addressing these key areas, we can collectively work towards reducing TIP in Uzbekistan.
Background
The Bureau of International Narcotics and Law Enforcement Affairs (INL) of the U.S. Department of State is issuing a funding opportunity to combat human trafficking, including sex and labor trafficking, in Uzbekistan.

The initiative aims to address the ongoing exploitation of vulnerable populations in Uzbekistan, particularly women, children, and marginalized groups. Despite efforts by the Government of Uzbekistan to combat Trafficking in Persons (TIP), significant barriers remain. These include underreporting by victims due to fear, lack of trust in the judicial system, and cultural norms. This funding opportunity seeks to support innovative projects that enhance victim protection, strengthen law enforcement capacity, improve data collection, and foster collaboration among stakeholders.

Grant Details
The project will focus on several key objectives:
1) Strengthening multi-stakeholder collaboration to enhance law enforcement responses by fostering partnerships among government agencies, NGOs, and international organizations;
2) Enhancing victim identification and referral mechanisms through training for civil society organizations (CSOs) on identifying potential victims and establishing effective referral pathways;
3) Developing strategies for communication and information-sharing between organizations;
4) Raising public awareness about TIP risks;
5) Implementing focused training for CSOs to create a cohesive network with law enforcement.

Deliverables include improved collaboration among stakeholders, increased investigations and prosecutions of TIP cases, and greater public awareness leading to increased reporting.

Eligibility Requirements
Eligible applicants include U.S.-based non-profit organizations, educational institutions subject to section 501(c)(3), and foreign-based non-profits or educational institutions. Applicants must have a unique entity identifier (UEI) and valid registration on SAM.gov. Organizations must demonstrate a commitment to non-discrimination practices.

Period of Performance
The initial project implementation length is between 18 to 24 months with an anticipated start date in February 2025.

The total funding available for this grant is $400,000 USD with a ceiling of $400,000 USD per application.

Place of Performance
The grant will be performed in Uzbekistan.
