The USAID Business Excellence for Sustainability and Transparency (BEST) Phase II Activity will further advance key elements of the original activity and incorporate new elements to improve long-term sustainability of the small and medium-sized enterprise (SME) sector. BEST Phase II will work more closely with Mongolian government entities and civil society organizations (CSOs), providing training and capacity building so they can more effectively advise SMEs. In addition, BEST Phase II will include a component to work with SMEs directly to improve their energy efficiency and environmental sustainability to improve their overall competitiveness. Similar to BEST, the goal of BEST Phase II is to build the capacity of SMEs so they can more powerfully serve as an engine for Mongolia's economic growth and diversification. Best Phase II will

  1. Improve capacity of Mongolian institutions;
  2. Improve corporate governance of SMEs; and
  3. Improve energy efficiency and environmental sustainability of SMEs.
Background
The USAID Business Excellence for Sustainability and Transparency (BEST) Phase II Activity aims to enhance the sustainability of the small and medium-sized enterprise (SME) sector in Mongolia. This initiative will build upon the original BEST activity while incorporating new elements to improve long-term outcomes.

The program focuses on collaborating with Mongolian government entities and civil society organizations (CSOs) to provide training and capacity building, enabling them to better support SMEs. The overarching goal is to empower SMEs as a driving force for economic growth and diversification in Mongolia.

Grant Details
The BEST Phase II Activity will focus on three main objectives:
1) Improve the capacity of Mongolian institutions;
2) Enhance corporate governance among SMEs;
3) Increase energy efficiency and environmental sustainability within SMEs.

Specific tasks include providing training to government institutions and CSOs on business operations, financial literacy, anti-corruption measures, loan application processes, and developing market linkages. The program will also involve direct advisory services to SMEs regarding corporate governance practices and energy efficiency measures, as well as a subaward program for financing energy-efficient equipment.

Eligibility Requirements
Eligibility for this grant is not restricted. Both for-profit entities and faith-based organizations can apply, although profit is not allowable under this NOFO. Organizations that have not previously received USAID funding are also encouraged to apply. Each applicant may submit only one application but can be included in multiple applications as a potential subrecipient.

Period of Performance
The anticipated period of performance for the BEST Phase II Activity is five years, starting on or about May 1, 2025.

Grant Value
USAID intends to provide up to $10 million in total funding over the five-year period for this activity.

Place of Performance
The primary geographic focus of the grant will be Mongolia, particularly targeting Ulaanbaatar and 12 rural provinces.
