Background
The Bureau of Land Management (BLM) New Mexico State Office is offering a grant opportunity to manage invasive and noxious plants on public lands. The program supports projects funded through the Infrastructure Investment and Jobs Act, Section 40804 (b) Ecosystem Restoration, and aims to prevent, detect, inventory, control, and monitor weed populations on public lands. The program aligns with the BLM's priority to promote ecosystem health and address the climate crisis, restore balance on public lands and waters, advance environmental justice, and invest in a clean energy future.

Grant Details
The grant aims to support projects that assist BLM in meeting the Department of Interior priorities and the priorities of the Biden-Harris Administration. The program strategic goals include inventorying and documenting locations of noxious weeds and other invasive species, using an Integrated Pest Management Plan (IPM) approach for effective weed control, selecting targeted herbicides for treatment, stabilizing and rehabilitating disturbed areas, conducting post-treatment monitoring, prioritizing and treating target undesirable plant species within specific geographic areas, implementing weed control and site rehabilitation measures, monitoring and evaluating treatments, site rehabilitation, outreach activities, and integrated weed management strategies. Additionally, the program requires the development and dissemination of public education and outreach activities and materials.

Eligibility Requirements
Eligible applicants include state governments, county governments, city or township governments, special district governments, independent school districts, public and state-controlled institutions of higher education, Native American tribal governments (Federally recognized), public housing authorities/Indian housing authorities, Native American tribal organizations (other than Federally recognized tribal governments), nonprofits having a 501(c)(3) status with the IRS (other than institutions of higher education), nonprofits without 501(c)(3) status with the IRS (other than institutions of higher education), private institutions of higher education. Individuals and for-profit organizations are ineligible to apply for awards under this NOFO. Cost sharing or matching is not required for this program; however, a voluntary cost share is strongly encouraged.

Period of Performance
Projects funded through this NOFO will start upon issuance of a notice of award by the BLM Grants Management Officer (GMO) executed through GrantSolutions. Agreement terms for funded projects are estimated to range between one and no more than five years. The actual number of awards will depend on the number of meritorious applications and the availability of appropriated funds.

Individuals and For-Profit Organizations are ineligible to apply for awards under this NOFO.This program NOFO does not support entities hiring interns or crews under the Public Lands Corps Act of 1993. The Public Lands Corps Act of 1993, 16 USC, Chapter 37, Subchapter II-Public Lands Corps, is the only legislative authority that allows BLM to "hire" interns under this authority. Therefore, eligible Youth Conservation Corps may only apply for projects developed under NOFO 15.243 – BLM Youth Conservation Opportunities on Public Lands.
