Modification 000001 is to correct the respective deadline submission dates for full applications submitted to Topic Area 2 and Topic Area 3, to modify the Concept Paper Form, and to make other minor edits. Please see the FOA for a full description of the modification. The Grid Deployment Office, in conjunction with the Office of Clean Energy Demonstrations, is issuing this FOA. Awards made under this FOA will be funded, in whole or in part, with funds appropriated by the Infrastructure Investment and Jobs Act, also more commonly known as the Bipartisan Infrastructure Law or BIL. The activities to be funded under this FOA support three BIL sections including Section 40101(c): Grid Resilience Grants, Section 40107: Smart Grid Grants, and Section 40103(b): Grid Innovation Program. Together DOE refers to these programs as the Grid Resilience and Innovation Partnerships or GRIP program.

Grant Details
The GRIP program will provide funding to modernize the American electric grid and to maximize the benefits of the clean energy transition as the nation works to curb the climate crisis, empower workers, and advance environmental justice.

The program seeks to transform the U.S. electric grid at the transmission and distribution levels by increasing resilience in the face of extreme disruptions, enabling data-rich and flexible grid performance, and spurring innovation at all stages of project ideation and execution.

It also aims to prioritize energy justice as an essential component of infrastructure development by dramatically altering the relationship between energy providers and their communities.

Additionally, it seeks to catalyze and leverage private sector and non-federal public capital for impactful technology and infrastructure deployment.

Eligibility Requirements
Eligible applicants for Topic Area 1 include electric grid operators, electricity storage operators, electricity generators, distribution providers, transmission owners or operators, fuel suppliers, institutions of higher education, for-profit entities, non-profit and not-for-profit entities, state and local governmental entities, tribal nations, a State, a combination of 2 or more States, an Indian Tribe, a unit of local government, and a public utility commission.

Period of Performance
It is anticipated that this FOA will provide Federal funding of $3.9 billion for Fiscal Years 2024-2025. The period of performance for Topic Area 1 is from January 12, 2024 to April 17, 2024 for full applications.

Topic Area 1 has approximately $918 million Federal funding with a 100% cost match (small utility exception of 1/3 cost match).
