The Office of Manufacturing and Energy Supply Chains (MESC) is issuing a Funding Opportunity Announcement (FOA) No. DE-FOA-0002907. Amendment 000002: The purpose of this amendment is to update Section V.B. to add a merit review procedure reference. Through this Funding Opportunity Announcement, as supported by the Bipartisan Infrastructure Law, the Advanced Energy Manufacturing and Recycling Grant Program will support projects by small- and medium-sized manufacturing firms to establish new or re-equip or expand existing industrial facilities in eligible energy communities to produce or recycle advanced energy property. Topic Area 1: In conjunction with the eligibility requirements set forth in the FOA, the objective of this topic area is to build a new manufacturing or recycling facility for the production or recycling, as applicable, of advanced energy property. Topic Area 2: In conjunction with the eligibility requirements set forth in the FOA, the objective of this topic area is to re-equip or expand a manufacturing or recycling facility for the production or recycling, as applicable, of advanced energy property.
Background
The Office of Manufacturing and Energy Supply Chains (MESC) is issuing a Funding Opportunity Announcement (FOA) No. DE-FOA-0002907. The Advanced Energy Manufacturing and Recycling Grant Program will support projects by small- and medium-sized manufacturing firms to establish new or re-equip or expand existing industrial facilities in eligible energy communities to produce or recycle advanced energy property. The program is supported by the Bipartisan Infrastructure Law, which aims to modernize and upgrade American infrastructure, enhance United States competitiveness, drive the creation of good-paying union jobs, tackle the climate crisis, and ensure stronger access to economic, environmental, and other benefits for disadvantaged communities.

Grant Details
The program will provide up to $350 million in support of projects by small- and medium-sized manufacturing firms (SMMs) to establish new or re-equip or expand existing industrial facilities in eligible energy communities to produce or recycle advanced energy property.
The activities funded under this FOA aim to build secure, resilient domestic clean energy supply chains that are essential to providing affordable, reliable energy for the American people.
The program seeks projects that incorporate advanced manufacturing practices, train a highly skilled and diverse American workforce, create products through economically-sound processes that minimize negative environmental impacts while conserving energy and natural resources, and cut pollution and reduce carbon emissions to zero or near-zero via industrial decarbonization practices and technologies.

Eligibility Requirements
Eligible applicants include small- and medium-sized manufacturing firms with gross annual sales of less than $100,000,000; fewer than 500 employees at the plant site of the manufacturing firm; and annual energy bills that total more than $100,000 but less than $2,500,000.
The program also prioritizes minority-owned firms.
Additionally, applicants must be registered in the System for Award Management (SAM) at https://www.sam.gov before submitting their application.
