To All Interested Parties:

The United States Agency for International Development Mission in Madagascar (USAID/Madagascar) is publishing this Request for Information (RFI) to obtain inputs from all interested organizations regarding a potential activity design to advance the Government of Madagascar's national digital health capacity to plan, govern, and implement national digital health and health information systems strategies and architecture to optimize the availability, quality, and use of information to achieve national public health goals. The obtained information may be used to help make planning decisions and may inform activity design to improve future development outcomes, but is solely for market research purposes. All types of organizations and firms are strongly encouraged to submit a response, including local organizations and small businesses.

Through this RFI, USAID seeks ideas, comments, and information from the public that will assist in developing an activity that will most effectively advance the topic areas described above. Please note that responding to this RFI will not give any advantage to or preclude any organization/individual from any solicitation that may be issued in the future, as any/all comments received will be for information gathering purposes only. Issuance of this RFI does not constitute a solicitation and it does not represent an award commitment on the part of USAID, nor does it obligate USAID to pay for costs incurred in the preparation and submission of any comments.

Background
The United States Agency for International Development Mission in Madagascar (USAID/Madagascar) is publishing this Request for Information (RFI) to gather insights from organizations regarding a potential activity design aimed at enhancing the Government of Madagascar’s national digital health capacity.

The goal is to improve the planning, governance, and implementation of digital health and health information systems strategies to optimize information availability, quality, and use for achieving national public health objectives. This RFI is intended solely for market research purposes and does not constitute a solicitation or award commitment.

Grant Details
USAID seeks input on advancing Madagascar’s national digital health and data ecosystems. The objectives include:

(1) Institutionalizing the national digital health strategy and Health Information System (HIS) strategy by the Ministry of Public Health (MOPH).

(2) Promoting robust data use through a comprehensive data management agenda.

(3) Providing technical support for planning and implementing the national digital-health architecture.

(4) Measuring the impact of Digital Health, Information Systems, and Data Use activities through a robust learning agenda. The RFI invites comments on sustainable approaches and innovative interventions to address challenges in digital health governance, data access, and system integration.

Eligibility Requirements
All types of organizations are encouraged to respond, including local organizations, small businesses, non-profits, and international firms. There are no specific eligibility requirements mentioned; however, experience with USG awards may be beneficial.

Period of Performance
The RFI was issued on August 13, 2024, with responses due by September 16, 2024. The period of performance for any resulting activities will be determined based on future solicitations.
