ID: USDA-FAS-RAPP-2025 • Type: Posted

Description

The Regional Agricultural Promotion Program is a cost share program that is designed to reimburse nonprofit U.S. agricultural trade organizations, state regional trade groups, U.S. agricultural cooperatives, and state agencies that conduct approved market development activities to foster expanded exports and market diversification by encouraging the development, maintenance, and expansion of diverse commercial export markets for United States agricultural commodities and products.

Background
The Regional Agricultural Promotion Program (RAPP) is a cost-share initiative by the U.S. Department of Agriculture's Foreign Agricultural Service (FAS) aimed at supporting nonprofit U.S. agricultural trade organizations, state regional trade groups, agricultural cooperatives, and state agencies.

The program's goal is to enhance exports and market diversification for U.S. agricultural commodities by fostering the development and expansion of diverse commercial export markets.

Grant Details
The RAPP provides financial assistance on a competitive basis to eligible participants for approved market development activities.

The program covers all U.S. agricultural commodities except tobacco and prioritizes organizations with broad producer representation. Participants may receive assistance for generic or branded promotion activities, with specific funding priorities outlined for each type.

Activities in Canada, Mexico, and China are ineligible for support, except for participation in USDA-endorsed trade shows in those markets. The program aims to reimburse participants for costs incurred during overseas activities related to market development.

Eligibility Requirements
Eligible applicants include nonprofit U.S. agricultural trade organizations, state regional trade groups (SRTGs), U.S. agricultural cooperatives, and state government agencies.

For-profit entities may participate through a RAPP participant if they do not exceed 300% of the small business size standards. All applicants must have an active registration in the U.S. Government System for Award Management (SAM) before submission.

Period of Performance
The projected period of performance is generally five years, starting from January 1, 2025, to September 30, 2030.

Grant Value
The total available funding for the 2025 RAPP is anticipated to be up to $300 million, with approximately $25 million specifically allocated for activities in Africa. The anticipated number of awards ranges from 60 to 70.

Place of Performance
The grant activities will be performed globally but exclude Canada, Mexico, and China as eligible markets.
